R-10286F:\atty\muni\laws\alan\Village\LUE.GPA Reso City Council Meeting 5-13-08 Santa Monica, California RESOLUTION NO. ~g~CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING THE GENERAL PLAN LAND USE ELEMENT POLICIES 1.5.6 AND 1.12.2 TO ALLOW FOR AMIXED-USE, URBAN NEIGHBORHOOD WITHIN THE CIVIC CENTER VILLAGE SPECIAL .USE DISTRICT WHEREAS, Policies 1.5.6 and 1.12.2 of the Land Use Element of the General Plan provide that land uses and development intensities in the area bounded by Fourth Street, Pico Boulevard, Ocean Avenue and the I-10 Freeway shall be determined by the policies contained in the Civic Center Specific Plan ("CCSP"); and WHEREAS, on June 28, 2005, the City Council certified a Final Environmental Impact Report ("CCSP EIR") for amendments to the CCSP to provide for, among other things, the development of a mixed use, urban neighborhood within that portion of the CCSP- area described as "The Village Special Use District" in order to address citywide affordable housing needs, and to transform the Civic Center from asingle-purpose district into a vibrant mixed- use neighborhood with daytime and evening activity," and adopted said CCSP amendments; and WHEREAS, in April 2008, the City prepared an Addendum to the CCSP EIR in compliance with the California- Environmental Quality Act which assessed the proposed Civic Center Residential Village Development Project and associated Land Use Element, Civic Center Specific Plan and Zoning Ordinance. .amendments (the "Addendum"); and WHEREAS, on April 16, 2008, aY a public hearing, the Planning Commission reviewed and recommended approval of the proposed General Plan Land Use Element Amendment; and WHEREAS, the Council has considered the Addendum with the CCSP EIR and reviewed the proposed General Plan Land Use Element Amendments at a duly noticed public hearing on May 13, 2008, prior to taking action on the proposed project; and WHEREAS, amendment of the Land Use Element of the General Plan is necessary to ensure that the proposed project complies with the General Plan, NOW; THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Pursuant to the Santa Monica Municipal Code Section 9.04.20.18.100, the City Council hereby amends the Land Use Element of the General Plan by adding the following underlined language to Policy 1.5.6: "Land uses and development intensities in the area bounded by Fourth Street, Pico Boulevard, Ocean Avenue and the Freeway shall be determined by the policies contained in the Civic Center Specific Plan. The Civic Center Specific Plan shall include a Village Special Use District that will provide for an expansion of the City's housing supply, including a significant percentage of affordable housing as part of a mixed- use, urban neighborhood. The Village Special Use District may also include neighborhood and visitor serving retail, restaurant uses, and other compatible uses to provide a pedestrian oriented neighborhood: where goods and services used on a daily basis are within walking distance from residences." SECTION 2. Pursuant to the Santa Monica Municipal Code Section 9.04.20.18.100, the City Council hereby amends the Land Use Element of the General Plan by adding the following underlined language to Policy 1.12.2: "Land uses and development intensities in the area bounded by Fourth Street, Pico Boulevard, Ocean Avenue and the I-10 Freeway shall be determined by the policies contained in the Civic Center Specific Plan. The Civic Center Specific Plan shall include a Village Special Use District that will provide for an expansion of the City's housing supply, including a significant percentage of affordable housing as part of a mixed-use, urban neighborhood. The Village Special Use District may also include neighborhood and visitor serving retail; restaurant uses, and other compatible uses to provide a pedestrian oriented neighborhood where goods and services used on a daily basis are within walking distance from residences." SECTION 3. The City Clerk .shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
