R-10270F: tatty\Muni Law\Share\Laws\MJ M\Off-PeakParking RatesReso City Council Meeting January 8, 2008 Santa Monica, California RESOLUTION NUMBER 1027o;,CS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SETTING OFF-PEAK PARKING RATES FOR PARKING IN THE MAIN LIBRARY PARKING STRUCTURE AND CIVIC CENTER LOT AND STRUCTURE WHEREAS, The City of Santa Monica operates parking facilities at the Main Library and the Civic Center which serve visitors to Library and the Civic Center, as well as those working, doing business and attending community events in the Downtown area; and WHEREAS, the Council is authorized to set parking rates, by resolution, for the City's parking facilities; and WHEREAS, during off-peak hours, when there are no special events, the Library and Civic Center parking facilities are less utilized than other Downtown parking facilities; and WHEREAS, the Downtown parking load would be more evenly distributed among City parking facilities if the parking rates at the Main Library and the Civic Center were lower than the rates for other Downtown structures during off-peak hours; and 1 WHEREAS, distributing the parking load more evenly and thereby maximizing the utility and use of all City facilities will make parking easier and will otherwise promote the public convenience and welfare; and WHEREAS, providing free or low-cost parking to those attending civic and community events will serve the public welfare by enhancing public participation in government and civic affairs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AND PROCLAIM AS FOLLOWS: SECTION 1. An off-peak parking rate of $3.00 per entry, including tax, is hereby established for parking facilities at the Main Library and Civic Center, including the Civic Center lot. SECTION 2. This off-peak parking rate shall apply to vehicles entering the Main Library parking facility on Saturday, Sunday, or a Holiday, and exiting by 11:00 p.m. on the same day. SECTION 3. This off-peak parking rate shall apply to vehicles entering Civic Center parking facilities, including the Civic Center Structure and Lot, on Saturday, Sunday or a Holiday, and exiting by 11:00 p.m. on the same day, unless an event is scheduled at the Civic Auditorium for that day. SECTION 4. The City Manager is hereby authorized to waive parking fees at the Civic Center for up to 25 evening events at Santa Monica High School per year, which waiver shall be granted if no other event is occurring at the Civic Center on the night of the High School event. 2 SECTION 5. The City Manager is hereby authorized to waive parking fees for those attending City meetings and City-sponsored events that are free and open to the public. SECTION 6. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
