A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA
MONICA ADOPTING THE MITIGATED NEGATIVE DECLARATION FOR THE SANTA
MONICA PLACE REMODEL PROJECT
WHEREAS, Santa Monica Place was approved by the Redevelopment Agency
("Agency") of the City of Santa Monica after a project specific EIR was certified in 1976,
and thereafter the Santa Monica Place project obtained all necessary permits and was
constructed in compliance with them; and
WHEREAS, the Santa Monica Civic Center Specific Plan EIR, certified by the City
Council on June 28, 2005, is a Project EIR forthe proposed Amendment to the Downtown
Redevelopment Plan; and
WHEREAS, environmental review of the proposed Santa Monica Place Remodel
Project is a tiered review under the California Environmental Quality Act; and
WHEREAS, a Draft Initial Study/Mitigated Negative Declaration for the Santa
Monica Place Remodel Project ("Project") was published on July 24, 2007 in compliance
with the California Environmental Quality Act ("CEQA"); and
WHEREAS, the Draft Initial Study/Mitigated Negative Declaration was circulated for
a 30-day public comment period, which ended on August 24, 2007; and
WHEREAS, on August 30, 2007, the Final Mitigated Negative Declaration was
published; and
WHEREAS, the Redevelopment Agency ("Agency') of the City of Santa Monica has
reviewed and considered the proposed mitigated negative declaration together with
comments received during the public review process in its decision-making process;

NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Agency has reviewed and considered the information contained in
the Final Mitigated Negative Declaration for the Santa Monica Place Remodel Project
together with comments received during the public review process prior to approving the
Project.
SECTION 2. The Agency finds on the basis of the record before it that there is no
substantial evidence that the Project will have a significant effect on the environment and
that the Final Mitigated Negative Declaration reflects the independent judgement and
analysis of the Agency.
SECTION 3. Consistent with CEQA Guidelines Section 15074(c), the documents
which constitute the record of proceedings upon which this decision is based are located in
the Planning and Community Development Department, 1685 Main Street, Room 212, Santa
Monica, California. The custodian of these documents is the Planning Division Manager.
SECTION 4. Consistent with CEQA Guidelines Section 15074(d), the Agency
adopts the Mitigation Monitoring Program, which is included as Attachment A, to mitigate or
avoid significant environmental effects of the Project, and to ensure compliance with required
conditions of approval during Project implementation.
SECTION 5. The addition of project conditions (including requirements that the
Project applicant notify the Agency of its intent to appeal Project property assessments and
consent to Agency participation in any assessment appeals for the Project property; to
replace sidewalks and pavement on 2"d Street, 4th Street, and Colorado Avenue; install
new and additional lighting and new trees on Colorado Avenue; and remove and replace
the interior stairs and the 2 elevators in parking structure 7 and the elevator in parking

structure 8 are not substantial revisions to the Project and do not require recirculation of
the Mitigated Negative Declaration as provided in CEQA Guidelines Section 15073.5(c)(3).
SECTION 6. The Secretary of the Agency shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in full force and effect.

This document is the Mitigation Monitoring and Reporting Program (MMRP) for the Santa Monica Place Remodel Project proposed
in the City of Santa Monica, California. Public Resources Code Section 21081.6(a) requires that a Lead Agency adopt an MMRP
prior to approving a project in order to mitigate or avoid significant impacts that have been identified in an Initial Study/Mitigated
Negative Declaration. The purpose of the MMRP is to ensure that the required mitigation measures identified in the Initial
Study/Mitigated Negative Declaration are implemented as part of the overall project implementation. In addition to ensuring
implementation of mitigation measures, the MMRP provides feedback to agency staff and decision-makers during project
implementation, and identifies the need for enforcement action before irreversible environmental damage occurs.
The following table summarizes the mitigation measures for each issue area identified in the Initial Study/Mitigated Negative
Declaration for the Santa Monica Place Remodel Project. The table identifies each mitigation measure; the action required for the
measure to be implemented; the time at which the monitoring is to occur; the monitoring frequency; and the agency or party
responsible for ensuring that the monitoring is performed. In addition, the table includes columns for compliance verification.
These columns would be filled out by the monitoring agency or party and would document monitoring compliance. Where an
impact was identified to be less than significant, no mitigation measures were required.
This MMRP will be used by City staff or the City's consultant to determine compliance with permit conditions. Violations of these
conditions may cause the City to revoke the operating permit.

One of two methods could be used to determine
existing parking occupancy:
1. The results of the occupancy survey already
conducted by Crain and Associates in June 2007 could
be used. This would result in a need to parking
construction workers in an off-site location on weekends
throughout the construction period and on weekdays
during the last few months with high levels of finishing
workers.
2. An additional Parking Demand Analysis could be
performed in advance of or during the mall closure in
order to assess the reduction in parking demand in the
two structures due to closure of retail tenants during
construction. If the results of the Parking Demand
Analysis demonstrate that the estimated or actual
downtown visitor parking occupancy of Structures 7 and
8 during closure is or will be less than that identified in
the June 2007 parking occupancy survey, the
Construction Plan may be modifed to allow additional
construction parking in the structures so long as the
occupied number of public parking spaces is
maintained.
• At present, mall employees park in Structures 7 and 8
on weekdays and in both Structures 7 and 8 and
Structure 5 on weekends (up to 278 mall employees are
presently allowed to park in Structure 5 on weekends). ,

relocated from Parking Structures 5, 7, and 8 to the
Civic Center Parking Structure or an alternative
available location outside the downtown area of Santa
Monica on weekends (Saturday and Sunday).
This mitigation measure may only address 250 to 278 of
the roughly 353 space deficit projected in Table 6 for
the demolition phase. It is reasonable to assume,
though, that the remaining 75 to 100 space deficit would
be more than made up by the reduction in Santa
Monica Place patrons that would occur during the
period when the mall is closed.
• Restriping of Structures 7 and 8 should be conducted
by temporarily closing one level at a time in the
structures, on weekdays only, during the lower-demand
period between the demolition phase and the finishing
phase in the last few months when a high level of
workers will be present.
• The demolition phase and its associated closure of
levels 4, 5, and 6 in Structure 7 should not be
conducted at the same time that existing downtown
public parking structures are closed for retrofit or
replacement as part of the Santa Monica downtown
parking program.
