A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA,
CALIFORNIA, DESIGNATING OFF-LEASH DOG AREAS, DESIGNATING USE
REQUIREMENTS, LIMITING THE NUMBER OF DOGS AND ESTABLISHING
HOURS OF USE
WHEREAS, in September 1989, the City Council authorized an off-leash area
for dogs in Memorial Park; and
WHEREAS, in November 1995, the City Council authorized off-leash dog areas
in Joslyn and Pacific Street Parks; and
WHEREAS, in January 1998, the City Council authorized limitation on the
number of dogs in off-leash areas and the hours of use of off-leash areas; and
WHEREAS, in October, 2003, the City Council approved plans for an off-leash
dog area at Airport Park; and
WHEREAS, it is the Council's intention that dog owners and dogs continue to
enjoy access to off-leash areas in the City's public parks and that use is managed in a
way to minimize any potential adverse impacts on surrounding neighborhoods; and
WHEREAS, the City has limited park space and 5,500 dogs, many of which live
at residences without private yards, and whose good health depend upon exercise.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution Number 9316 (CCS) is hereby repealed in its entirety.
SECTION 2. The Director of Community and Cultural Services shall designate
portions of Joslyn Park, Airport Park and Pacific Street Park for off-leash use during
the hours of 7:30 am to 8:30 pm on weekdays and 8:30 am to 8:30 pm on weekends

and holidays and portions of Memorial Park for off-leash use during the hours of 6:00
am to 8:30 pm weekdays, weekends and holidays. No one, except authorized City
personnel will be permitted in these designated areas before or after the designated
times.
SECTION 3. The use of Joslyn Park, Memorial Park and Pacific Street Park off-
leash areas shall be limited to residents of Santa Monica and their licensed dogs. The
Airport Park off-leash area may be used by Santa Monica residents and non-Santa
Monica residents and their licensed dogs.
SECTION 4. At no time shall there be more than 45 dogs in the Joslyn Park or
Airport Park off-leash dog areas. At no time shall there be more than 20 dogs in the
Pacific Street off-leash area or 10 dogs in the Memorial Park off-leash area. These
limitations shall be posted in each designated park area.
SECTION 5. Rules governing use of the off-leash areas shall be posted in each
area.
SECTION 6. No person may have more than four dogs in any of the off-leash
areas at any one time.
SECTION 7. Dog owners must adhere to ordinances regarding leashing of dogs
when not within a designated off-leash area, to control their dogs to prevent the
commission of nuisances, to prevent excessive barking and to visibly carry the means
of removing their dog fecal matter and to remove it.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
