We received a letter, that you all received copies of, as far as 1'm concerned the only reason I put this item on the Agenda was to let the record reflect that we had received the letter. I would let the appointment stand and would entertain a motion to receive and file the letter. I so move. Moved by Mr. van den Steenhoven. Is there a second? Oh, you don't have a second, yet. The chair will second the motion. Maybe Mrs. Reed or Miss Reed should be consulted on this thing before you go right out forward in the open. It is fine. The chair feels that after having discussed the matter obiviously with Mrs. Reed, that the matter was not really Mrs. Reed's but a matter of policy and we've received a letter and if there is any member of the Council who wishes to discuss it, the letter as it relates to policy, then I would urge that we go to executive session to discuss that, not Mrs. Reed, because Mrs. Reed is a member of the Council elected by the people of Santa Monica (period), as far as I'm concerned. Now we have a motion on the floor with that preface only, what's the pleasure of the Council? What's the motion again? The motion's to receive the letter and file it. As it relates to policy. Call the roll. Wait a minute - I want to talk about it. So you want to talk about it here or somewhere else? Just a minute, sir. We have Mr. Edwards' Item 14-B - 2/3 vote required. My first request would be personally to go to executive session to discuss not Mrs. Reed, I refuse to do that, and she does not want to be discussed in executive session. I want the record clear on that, but I want to go to executive to discuss one thing, that is policy. If the Council will join me on that item, on that item alone, with the stipulation that that's the only reason we're going in, I would ask to go to executive session and hold Mr. Edwards' item in abeyance. Does Mr. Edwards' want to talk on 14-B? No. He indicated in the affirmative that he would yield to us to go into executive session to discuss policy. Excuse me. It would not be proper to discuss policy in executive session because of the Brown Act. It would have to be - Policy between the boards and commissions - personnel matter - without talking about an individual. It would have to relate to the appointment or removal of a particular person. Which is a philosophical thing. Yes We can talk about that without talking about the individual. That's right. Thank you, we'll go to executive session. (THE COUNCIL MEMBERS LEFT THE COUNCIL CHAMBERS) ---that's the application regarding the correspondence to the Council. The motion's on the floor what's the pleasure of the Council? Question. NcCloskey I'm going to vote "no" and the reason I'm going to vote "no" is because I believe at this point, the interests of the City can't be served without some definitive action by the Council and to continue on in this present state in this situation .
