The Redevelopment Agency of the City of Santa Monica, california, met in special session in the City Council Chambers, on June 15, 1971, at 4:30 P.M. PRESENT: MEMBERS: B. Thomas Barnard, Chairman Clifford Connelly Ted B. Fach L. Wayne Harding Mortimer T. Richey J. Lee Schimmer Philip E. Whiting ABSENT: MEMBERS: t'one ALSO PRESENT: Eugene G. Jacobs, General Counsel Anne Morgenthaler, Evening Outlook Reporter Gary G. Jones, Executive Director May Palfrey, Secretary The Director noted that a ~otice of Special Meeting had been delivered to each Member, as required by Article III, Section 3, of the By-Laws. The Chai~an declared the Public Hearing open on the proposed Amendments to the Amended Redevelopment Plan for Ocean Park Project I (b) . The Director reported on each of the proposed Amendments and stated that these changes were necessary in order to implement the Amended Land Disposition Agreement. He stated that the Amendments had received the report and recommendation of the Planning Commission and that they were in conformance with the City's Master Plan. The Chairman invited anyone in the audience wishing to speak on the proposed Amendments to do so at this time. Mr. Lawrence Kates, 10]01 Wilshire Goulevard, Los Angeles, California, representing the management of Santa Monica Shores, asked what the Developer1s intent was with respect to parking facilities in the Project area. He expressed concern over any plans which called for two to three-story parking structures covering up to IO~1. of the land. The Chairman stated that the specific plans for parking facili- ties were not available at present, but that Santa Monica Shores would be able to review such plans when submitted by the Developer. The Chairman noted that a letter had been received from Western Center on law and Poverty requesting that low-income housing units be included in the Project area, and he instructed the Director to file said \etter. . . Mr. Schimmer moved, seconded by Mr,Harding, that Resolution IIlo. 302 (R.A.S.), "RESOWTI ON OF THE REDEVELOPMENT AGH'CY OF THE CITY OF SA~!TA MONICA, CALlfORt.qA", APPROVING PROPOSED AMENDMENTS TO THE AMENDED REDEVELOPMENT PLAN FOR OCEAN PAR~ PROJECT 1(0) AND RECOMMENDING APPROVAL AND ADOPTIO~ Of SAID AMENDMENTS BV THE CITY COU~ICIL OF THE CITV OF SANTA MONICA, CALIFORNIA", be adopted and that further reading be waived. The motion carried with the follow- ing roll call vote: AVES: MEMBERS: Barnard, Connelly, Fach, Harding, Richey, Schimmer, Whiting NOES: tlEMBERS: None ADSENT: MEMEJERS: None The Chairman declared the Public Hearing open on the propoeed Redevelopment Plan for the Pacific Ocean Park Redevelopment project. The Director outlined the provisions of the proposed Plan and noted that two revisions, marked as Exhibit "A" to Resolution ~lo. 303 (R,A.S.), had been made: (I) a corrected Redevelopment Plan Map had been prepared to conform the Project boundary configuration to the legal description, and (2) Section 403, Land Uses - Parcel F - Tidelands had been changed to read as follows: "All development permitted on Parcel F shall be subject to the approval of the State of California, if such approval is required, and shall be in compliance with the Tidelands Trust Agreement. Development on Parcel F shall be subject to the specific approval of the City Council." . In conclusion, the Director stated that the proposed Plan had received the report and recommendation of the Planning Commission and that it was in conformance with the City's Master Plan. There being no other requests from the audience to speak, the Chairman declared the Public Hearing closed. Discussion followed on the language contained in Section 402, Land Uses - Parcel C. The Chairman moved, seconded by Mr. Schimmer, that ~ection 402, Land Uses - Parcel C, in the proposed Redevelopment Plan for the Pacific Ocean Park Redevelopment Project be amended to read a6 follows: liThe permitted land uses for Parcel C are multiple residential - high density uses which include apartments, apartment- hotels and hotels, and also clubs, lodges, restaurants, convenience shops, meeting rooms, recreational facilities. automobile parking, and other customary related uses incidental to the permitted develop- ment-" and that Exhibit "A" of Resolution No. 303 (R.A.S.) be amended to include said change as the third revision to the Redevelopment Plan. The motion carried with the following roll call vote: AYES: MEMBERS : Garnard, Connelly, Fach. Harding, Richey, Schimmer WhIting .
