The Redevelopment Agency of the City of Santa Monica, California, met in regular session in the City Counc,l Chambers on July 24, 1973, at 7:00 P.M. PRESENT: MEMBERS: Clo Hoover, Chairman Anthony L. Diturl, entered at 7:10 P.M. Fred M. Judson John W. McCloskey Donna O. SWink Nathaniel Trives Pieter van den Steenhoven, entered at 7:17 P.M. ABSENT: MEMBERS: None . ALSO PRESENT: Anne Morgenthaler, Evening Outlook Reporter Edward J. Costello, Jr., Special Counsel Eugene B. Jacobs, General Counsel K. O. Grubb, Acting Executive Director Gary G. Jones, Director of Community Development May Palfrey, Secretary APPROVAL OF MINUTES: Mr. Judson moved, seconded by Mr. Trlves, that the minutes of June 6, 1973, June 29, 1973 and July 2, 1973 be approved as mailed. The motion carried with a unanimous voice vote. GENERAL: Approval of Continued Contract Services - Agency Fiscal Consultant and Agency Legal Counsel Mr. McCloskey moved, seconded by Mrs. SWink, that Items 4A and 4B, Approval of Continued Contract Services for Agency Fiscal Consultant and Agency Legal Counsel, be put over for t\lO weeks until August 14, 1973, at 7:00 P.M. Mr. Diturl entered at 7-10 P.M. . The motion carried with a unanimous voice vote. Annua 1 Aud it - Tax Allocation Bond Issue Mr. McCloskey moved, seconded by Mrs. SWink, that the Harry L. Nourse Audit Company be authorized to conduct an audit of the Agency's Tax Allocation Bond Issue and render a certified report for a fee not to exceed $850.00, as recommended by the Director of Community Develop- ment. The motion carried with a unanimous voice vote. . . . . . . . Minutes - 7/24/73 Page Two Mr, McCloskey asked Mr. Costello, SpecIal Counsel, when the Agency could expect to receive hIs report on the H.F.H., Ltd. Land Disposition Agreement. Mr. Costello replied that the report would be complete in 2 weeks. A letter from the Dept. of Housing and Urban Development, whIch stated that Contract Services for Special Counsel could not be approved as a Project expense, was given to each Agency Member. Mr. McCloskey asked If the Agency could pay Special Counsel fees from other sources, and Agency Counsel and the Director of Community Development indicated that it would be possible to do so If the Agency so desired. David Shulman requested to speak to the Agency on a matter not appearing on the Agenda. Mr. McCloskey moved, seconded by Mr. Trives, that Mr. Shulman be heard. The motion carried with a unanimous voice vote. Mr. Shulman read an article from The Wall Street Journal dated July 24, 1973 regarding a Federal Cour~ecisio~ow Income housing, Mr. Costello, Agency SpeCial Counsel, informed the Agency that he had been revieWing the case and could give a full report on it at the next Agency meetl ng. Mr. van den Steenhoven entered at 7.17 P.M. There being no further bUSiness to be brought before the Members, the Chairman declared the meeting adjourned. The meeting adjourned at 7: 18 P.M.
