The Redevelopment Agency of the City of Santa Monica, Cal ifornia, met in special
session In the City Council Chamber on August 12, 1975 at 4.00 p.m.

APPROVAL OF MINUTES
The minutes of the June 24, 1975 meeting were approved as ~alled by a unanimous
vOIce vote as moved by Mrs. Swink and seconded by Mrs Reed
OCEAN PARK PROJECT:
Chairman Trives announced that seven developers had submitted oroposals before the
deadline date for the Ocean Park project. The Chairman proposed a developer selection
comml ttee of three Agency members and three staff members and suggested that Mr.
McCloskey, Mr van den Steenhoven and Mrs. Swink serve from the Agency to review
the proposals and recommend a developer Mr Williams appointed Mr Jalili, Mr.
Lunsford and Mr Hemer to serve as staff members of the committee. Chairman Trives,
hearing no objections, de~lared that these persons would be the appointed committee.
DOWNTOWN PROJECT:
Mr. Frank O. Gehry, architect for the Downtown project, was asked to speak on the
project concept. Mr. Gehry reviewed the proposed plans with the aid of sketches
of the project layout.
Mr. Jalili reported that the draft Environmental Impact Report for the Downtown
project had been distributed in accordance with required procedures and noted the
com~ents that had been received and reviewed aspects of significant Impact on the
environment
Mr. McCloskey requested that separate ~eetings be held in SepteMber to review the
final Environmental Impact Report for the Downtown project and to review the recom-
mendations of the Developer Selection Committee for the Ocean Park Project, The
Agency agreed to do thIS.
With discussion concluded, Chairman Trives declared the public hearing open and
requested speakers to limit their remarks to a three-rr-Inute period each. Attached
is a coPY of the transcript of the public hearing speakers remarks.
At the conclUSion of the public hearing Agency Members expressed appreciation for
the interest of the Citizens who had come forward Rev. Judson spoke of the Agency's
actions for the improvement and development of the City.

Mr. McCloskey spoke of his concern that the Downtown project should irclude efther
an office building or a hotel as originally proposed by the Rouse Company and which
he felt would be of benefit to the public, to the City and to the developer.
Mr. Cohen asked Mr John Fischer of the Rouse Company to step forward. Mr. Cohen
asked questions concerning the interests of merchants in the project and Mr. Fischer
repl led that their interusts would be considered.
Rev. Judson questioned Mr. Fischer concerning the financial condition of the Rouse
Company and if the developer felt the City had aided the Company in its efforts to
speed the progress of the development. Mr. Fischer replied that the Company was
sound and that the City had been very helpful_
There being no further discussion, the Chairman declared the meeting adjourned at
6,15 p.m
