Amendatory Appl ication for Loan & Grant
The Secretary reported to the li",mbers that a lette r and correspond i ng
finanCing data had been received fro"l the Department of Housing & Urban
Development approving the Amendatory Appl ication for Loan ~ Grant for
Project r.!o. Calif. R-37. The Secretary directed the members attention
specifically to the document entitled' Project Cost Estimate and Financing Plan",
Line A-7 (Total r;on-Cash Local Grants in Aid), noting the differences between
the amount requested, ($1,177,103) and that approved, ($1,082,447) by the
Department of Housing and Urban Development. The Agency's Consulting Engineer has
been asked to review the cost el igitility of an off~site storm drain, which is the
prinCipal item of difference, in dn effort to restore credit for the total cost of
the facility. The sul.Jmlssion of the Amendatory Contract for Agency approval will
~e with-held until a HUD/Agency review of this matter is completed.

discuss the results of the bid opening held on June 3. 15613. tlr. Aran(lff repol ted
to the mem~crs that Standard .uildi~g Wrecking Company submitted the low bid in
the amount of $5,750.0C and that ~ased on the amount of the bid and a thoroug~
c~eck of the Contractor's prior per~or~ance that he would recorr~end that thp aW1rd
be made to Standard ~uildlng Wrecking Company.

REPORT ON TAX INCREMENT PI1.OJECTlOf'
The Secretary presented an analysis which was requested by the Agency Members
at the meeting of May 14, 1968 of the assessed valuation from the base year to the
projected value upon completion of the Ocean Park Project l(b}. The Sp.cretary
pointed out that the "value upon completion" reflected in the report did not
include the improvements that could be constructed as a result of the Air-Rights
proyided for in the research studies by Mr. Filley and Mr. Schumacher.

The ~nnual Administrative nudget submitted to the Members at the meeting of
/iay 14, 1968 was reintroduced for a continued review and discussion of its contentr.
The discussion was held for informational purposes of the Members.

F-y-Law Amendments
The Secretary introduced proposed reVISions of the Cy-Laws of the
Redevelopment Agency of the City of Santa Monica. A notice of these proposed
changes was sent to each Agency Member on Monday, June 3, 1968. The Secretary
then called on Mr, Eugene Jacobs, Agency Counsel, to review the proposed revisions
that he had drafted.
Following Mr. Jacobs' reyiew and recommendation for adoption of the By-Law
changes, Mr. Whiting moved, seconded by Mr. Harding that the proposed revisions
as set forth in the attached ",proposed by-Law Amendment,S" (Art i c 1 e II,
Sections 1,4,6, ], & 8; Article Ill, Sections I, 3 & 5) be approved. The
motion carried with the following roll call vote:

The Secretary reported to Members that in accordance with the President's
Executive Order 11246 regarding Equal Employment Opportunity - Affirmative Action
a proposed Agency Program had been drafted and that review and consideration
by Agency i~mbers was now in order. A brief discussion ensued in which Mr. Jacobs,
Agency Counce I , was asked for a legal opinion regarding this matter. The Secretary
stated this item would appear on the Agenda of the next regular Meeting and
requested that Mr. Jacobs I opinion be given at that time.
Trust Deeds - Ocean Park Project I (a)
TfJe Secretary requested that the Agency 1-1embers consider and act upon an
item not appearing on the Agenda involving trust deeds presently held by the
Department of Housing and Urban Development on property in the Ocean Park
Project I(a). The Secretary stated that the Agency has wet all of its contract
requirements relating to this matter dating back to the sale of the Tax Allocation
Bonds in 1965, yet BUD has failed to reconvey these deC'ds. Mr. Whi':ing moved,
seconded by Nr. Fach, that the Executive Director is directed to request of the
United States Department of Housing and Urban Development that they reconvey the
Trust Deeds held by HUD on property In Ocean Park Project t(a) inasmuch as the
litigation necessitating such Trust Deeds has long since been successfully
concluded and inasmuch as the Agency has long since issued its Tax Allocation Donds.

REPORT O~ URBAr' AMERICA CONFERENCE
Mr. Schimmer reported to the Agency Members on his attendance at the
Urban America Conference held in Detroit, Michigan on June 5th through
June 7th, 1968. Representatives of Inner-City Youth Groups such as the
Brown ~erets, Los Angeles, Pride, Inc., Washington, D. C., Sons of Watts,
Los Angeles ~rere invited for a discussion and interchange of ideas with
Urban America Members.
There being no further business to be brought before the Members,
fir. Connelly moved, seconded by Mr. Harding, that the /leeting adjourn. The
motion carried with a unanimous voice vote. The Meeting adjourned at 5:40 P.M.
