McNeely OCE&~ PARK REDEVELOPMENT PROJECT: A speclal joint meeting of the City Council and Redevelopment Agency was held for the purpose of considerlng a recommendation for approval of the Ocean Park Redevelopment Project off-site improvement plan. Presented was a staff report transmitting a recommendatlon for review of the proposed Ocean Park Redevelopment ProJect off-site lmprovement plan and for direction to staff for evaluation and recommendation. A presentation was glven by Moore Ruble Yudell Archltects and Planners. Discussion was held. It was requested that staff provlde an in depth traffice analys~s of the entrances, exits, and traffic flow, including schematlcs, and a Pollce Department and Flre Department report on the publlC safety aspects of the plan and the basis on which determinations of safety are made. Councilmember Conn moved to hear members of the public for three minutes each. Second by Councilmember Zane. The motlon was approved by unanimous vote. The following persons spoke in regard to the matter: Edgar Hirst, Hal Shulem, Jane Flelscher, Ed Tarvyd, Max Reid, Harry Shearer, Janet Tunick, John Peterson, Connie Jenklns, Browne Goodwin, Ken Genser, Sarah Tamor, LiuciJa Baskauskas, Roberta Smith, Roger Genser, Mlke Derry, David Schechtman, Bernice Marshal, Sharon Albistequi, Herbert Sandel, George Lichterman, Sara Faulds, and Susan Cloke. Discusslon was held. It was requested that staff report on the width of the pedestrian strip ~n regard to mechanical sweepingi the cost of beach maintenance if the plan was in placei the posslbility of opening the Bicknell entrance in the near futurei the 1 July 6, 1982 . . . - posslbility of an additional survey of beach userSi ways to mltlgate speeding on Nlelson and Barnard: an analysis of signs: actlvities desired by Senior Cltlzens: the cost of resurfacing the parklng loti and beach parklng lot gates and permlts. Councilmember Reed read a letter from Mrs. Olivia Balrd expressing her concerns in regard to the plan. Mayor Pro Tempore Edwards moved to direct staff to evaluate the consultants report and to prepare a recommendation including a financing and implementation plan. Second by Councilmember Zane. Discussion was held. Staff was requested to report on the Redevelopment Agency flow of revenues versus expenditures, tax increments, and restrictions on funds.
