RA-I DEe 1 3 1988 ~ CITY OF SANTA MONICA REDEVELOPMENT AGENCY MINUTES AUGUST 9, 1988 A special joint meeting of the City council and the Redevelopment Agency was called to order by Chairperson Conn at 7:42 p.m. Roll Call: Present: Chairperson James P. Conn Agency Member David B. Finkel Agency Member William H. Jennings Agency Member Alan S. Katz Agency Member Dennis Zane Absent: Chairperson Pro Tempore Herbert Katz Agency Member Christine E. Betancourt RA-l: MINUTES APPROVAL: The Redevelopment Agency minutes of April 12 and June 21, 1988, were presented for approval. Agency Member A. Katz moved to approve the Redevelopment Agency minutes as presented. Second by Agency Member Zane. The motion was unanimously approved, Chairperson Pro Tempore H. Katz and Agency Member Reed absent. CC/RA-2: REDEVELOPMENT AGENCY FUNDS ALLOCATION: Presented was a recommendation to adopt resolutions allocating funds to the Downtown, Ocean Park l(a) and l(b) Redevelopment Project Low and Moderate Income Housing Trust Fund; approve an Earnest Money Agreement with Community corporation of Santa Monica; and approve the revised program guidelines for the City-wide Housing Acquisition and Rehabilitation Program. Discussion was held. Member of the public Matt Millen spoke in opposition to the allocation of funds to community Corporation for development of housing in the Pico Neighborhood; Mike Alvidrez spoke in support of the staff recommendation. Agency Member Zane moved to approve the staff recommendation on behalf of the Redevelopment Agency, thereby adopting Resolution No. 421 (RAS) entitled: "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA ALLOCATING $102,649 INTO THE DOWNTOWN REDEVELOPMENT PROJECT LOW AND MODERATE INCOME HOUSING TRUST FUND TO PROVIDE FINANCING FOR THE CITY WIDE HOUSING ACQUISITION AND REHABILITATION PROGRAM AND FINDING THE PROVISION OF SUCH HOUSING TO BE OF BENEFIT TO THE DOWNTOWN REDEVELOPMENT PROJECT"; Resolution No. 422 (RAS) entitled: IIA RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA ALLOCATING $54,128 INTO THE OCEAN PARK REDEVELOPMENT PROJECT 1 (a) LOW AND MODERATE INCOME HOUSING TRUST FUND TO PROVIDE FINANCING FOR THE CITY WIDE HOUSING ACQUISITION AND REHABILITATION PROGRAM AND FINDING THE PROVISION OF SUCH HOUSING TO BE OF BENEFIT TO THE OCEAN PARK REDEVELOPMENT PROJECT 1 (a) II; and Resolution No. 423 1 August 9. 1988 _ \ ~19at , (RAS) entitled: "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA ALLOCATING $146,345 INTO THE OCEAN PARK REDEVELOPMENT PROJECT l(b) LOW AND MODERATE INCOME HOUSING TRUST FUND TO PROVIDE FINANCING FOR THE CITY WIDE HOUSING ACQUISITION AND REHABILITATION PROGRAM AND FINDING THE PROVISION OF SUCH HOUSING TO BE OF BENEFIT TO THE OCEAN PARK REDEVELOPMENT PROJECT l(b)," reading by title only and waiving further reading thereof: approving Contract No. 5196 (RAS) between the Redevelopment Agency of the City of santa Monica and Community Corporation of Santa Monica for $75,000 in CHARP Earnest Money funds: and approving the revisions to the Program Guidelines for the City-wide Housing Acquisition and Rehabilitation Program as set forth in the staff report dated August 9, 1988. The motion was duly seconded and approved by the following vote: Agency vote: Unanimously approved 5-0 Absent: Chairperson Pro Tempore H. Katz, Agency Member Reed Councilmember Zane moved to approve the staff recommendation on behalf of the City Council, thereby adopting Resolution No. 7658 (CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE USE OF FUNDS IN THE DOWNTOWN REDEVELOPMENT PROJECT LOW AND MODERATE INCOME HOUSING TRUST FUND WILL BE OF BENEFIT TO THE DOWNTOWN REDEVELOPMENT PROJECT"; Resolution No. 7659 (CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE PROVISION OF LOW AND MODERATE INCOME REPLACEMENT HOUSING AND FINDING THAT SUCH EXPENDITURE WILL BE OF BENEFIT TO THE OCEAN PARK REDEVELOPMENT PROJECT 1 (a) " : and Resol ut ion No. 7660 (CCS) enti tIed: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE PROVISION OF LOW AND MODERATE INCOME REPLACEMENT HOUSING AND FINDING THAT SUCH EXPENDITURE WILL BE OF BENEFIT TO THE OCEAN PARK REDEVELOPMENT PROJECT l(b)," reading by title only and waiving further reading thereof. EDWARDS: Second YG: Moved by Zane, seconded by Edwards - questIon by Conn. CO~N: Yes, on page 2 of the June 22 mInutes, there IS a motIon by C~ Press but there IS no dIsposition of that motIon. My recollectIon IS that we approved that motIon. I don't recall that that particular motion was part of the following motion, but that's the only vote shown. Page 2 of the June 22 minutes. My recollectIon is that XRMXRX that motIon passed, but the mInutes do not reflect any dIsposition. ZANE: My recollection IS the same. CON~: So I suppose what we need to do is ZAKE: Would you like to move to amend my motion to reflect an ... YG: I thInk that what happenned IS that the maker of the motIon accepted It as a frIendly amendment~is why there was not a separate vote on it. But I may be wrong. There were several of those amendments before the final vote If I recall. 1. REED:: Madame Mayor, Perahps we Just pass the motion apprOVIng the mInutes and direct the clerk to reVIew the June 22 budget mInutes, page 2, CM Press's motion at the top of the page. And then she can gIve us a correction next meetIng. YG; That must be the same In the City minutes too. REED: RIght. It's the June ZZnd budget mInutes. There IS no dispostlon on CM Press's motIon. It doesn't say failed or passed or anythIng. YG~ I'd appreciate you review ing the transcript. If, in fact, we dIdn't take an appropriate vote, perhaps we will have to reagendlze the matter. It's my ImpreSSIon that there were frIendly amendments t 0 the main motIon, if there was not a proper roll callan each amendment, so perhaps the record could reflect that. ZAKE: The proper motIon then is to ask the City Clerk to return to us WIth a change and to adopt the mInutes deletIng that portIon. YG: Adopt the minutes WIth the understanding that that portion will corne back to us. Because we don't know what the correctIon for it is. ZA~E: Ok, I'll Include th8t In my motion th~n.
