PARKING AUTHORITY MINUTES
COUNCIL CHN~ERSf CITY HALL, SANTA MONICA, CALIFORNIA
August 23, 1966 7:35 o'clock p_m.
The Parking Authority of the City of Santa Monica met in
special session at the above named time and place. The pledge
of allegiance was given.
PRESENT: Members: Rex H. Minter, wendell Corey, CIo Hoover,
James B. Reidy, Jr., Herbert A. Spurgin
ABSENT: Members: Royal M. Sorensen, Kenneth B. l'1amsley
ALSO PRESENT: Perry Scott, City Manager
Robert Cockins, City Attorney
~illiam A. Hard, Assistant City Manager
Bartlett L. Kennedy, City Engineer
Joseph D. Nadon, Parking and Traffic Engineer
The date and time of the special meeting of the Parking
Authority was mailed to all members on August 18, 1966, and an
affidavit to that effect is on file in the office of the Parking
and Traffic Engineer.
Mr. Minter announced that the purpose of this meeting was to
cons1der the purchase of the one-half lot immediately north of the
Arcade Building on the west side of Fourth Street between Wilshire
and Arizona for the sum of $52,500. (Legal description: northwest
25 feet of Lot P, Block 121, Town of Santa Monica.) This matter
was brought before the Authority on August 16, but no action was
taken at that time.
Mr. Minter asked if anyone wished to he heard on this item.
As no one indicated a desire to be heard, Mr. Spurg1n moved that
the City Manager be authorized to accept the option and purchase
the property. The motion was seconded by Mr. Reidy and discussion
followed.
Mr. Minter made mention of a letter he had received from Mr.
Tegner, copies of which he had distributed to the members of the
Authority, requesting that the Parking Authority not proceed wit~
the construction of any additional parking garages.
At Mr. Corey1s request, Mr. Scott sketched the property in
question on the blackboard, showing the parcels already pur-
chased by the Authority in th1S block, and the parcels needed
for the construction of a parking structure.
There being no further discussion, the Chairman asked for
a vote on the mot1on, and Lt carried w1th the following roll call

ABSENT: Members: Sorensen, Wamsley
Mr. Reidy requested information as to the office responsible
for notifying members of special meet1ngs. He was informed that
the City Attorney's office had been mailing the notices in recent
weeks. Discussion followed, and Mr. Reidy requested that the
notices be mailed so that the members can be informed of special
meetings of the Parking Authority in due time. Note of this was
made by Mr. Cock1ns.
Upon motion made by Mr. Spurgin, seconded by Mrs. Hoover
and carried unanimously, the meeting was adjourned at 7:45 p.m.
