Mayor Abdo moved to approve the staff recommendanon, mcludmg the changes stated by the
City Manager whIch Include reVISIOns III some user fees and addItIonal expendItures from the
General Fund of $60.000 for a LIbrary enhancement program, $75.000 for a CIVIC Center study,
$6,000 for the Santa MOllIca Symphony, $27,500 as an enhancement for Youth Employment and
$15,000 for the Cabforma Inchne fence Second by CouncIlmember Genser CounCIl asked
questIOns of staff CouncIlmember Olsen moved to amend the motton to restore fundmg to the
DomestIc VIOlence Program of Westslde Legal SerVIces to the level of the 1992-93 fundmg. to
be used speCIfIcally for the Domestic VIOlence Program and not to be used to pay the Internal
Revenue SerVIce. that fundmg be pro-rated for a three-month penod In bopes that WestsIde
Legal SerVIces wIll settle Its IRS problem, and to do so from tbe General Fund reserves The
motion was accepted as friendly Discussion was held Mayor Abdo moved to amend the

to make certaIn that they are appropnate and also to keep abreast of any pOSSIbIlIty of havmg
some sort of alternatIve serVIce program and report back to CounCIl DISCUSSIon was held

for speCIal treatment on Santa Moruca Boulevard between Ocean Avenue and Lincoln Boulevard
at ItS intersectIon WIth the Promenade due to heavy traffIC pnor to street resurfacmg The

CouncIlmember Rosenstem moved to amend the motIon to add an ObjectIve to the CIty
Manager's offIce to reVIse the admlIDstratlVe regulatIOns WIth regard to credit gIven by mOVIe

aCCIdents where It IS not requrred by State l.aw and If it IS requrred that the City charge the cost

Counctlmember Greenberg moved to direct Planrung Department staff and Communny
Development Department to work WIth the PolIce Department to develop a process to elIcIt the
PolIce Department's mput for new projects and expansIOns and how to lItIgate the publIc safety
nnpacts of these developments The motIon was duly seconded and adopted WIth
Councllmember Rosenstem opposed
CouncIlmember Genser moved to amend the motIon to ask staff to evaluate whether the CIty
should be havmg some program m placmg handIcapped parkmg zones on the public streets III
a more regular fashIOn III commerCial areas The motion was duly seconded and adopted
unammously
Councllmember Gense! moved to amend the motIon to dIrect staff to develop a program to
address the panhandlIng Issue through educatIon and other means The motIon was accepted as
fnendly
Councllmember Genser moved to amend the motIOn to ask the Pollee Department to work WIth
the CIty Manager's office to develop opportumhes to receIve community mput about problems
m the commumty, neighborhoods, etc so that there can be dISCUSSIons on a more regular baSIS
