A speclal joint meeting of the Clty Council and Parklng Authorlty
was called to order at 9:01 P.M.

Presented was a staff report recommendlng that an agreement be
negotiated with the Callfornla Coastal Commisslon to grant
approval, and a lease be approved for commercial space in
Downtown Parklng Structure No. 6 (old #2). Authority Member
Epstein moved to approve the staff recommendatlon, thereby
recommendlng that the Clty Manager be authorlzed to negotiate and
execute an agreement wlth the Callfornla Coastal Commlsslon
conflrming the granting of Coastal Commission Permit No. 5-85-224
for development of commerclal retail space lU Downtown Parklng
Structure No. 6 (old 2). Second by Authorlty Member Conn.
D1Scusslon was held. The motlon was approved by the following
vote:

CounCl1member Conn moved to approve the staff recommendatlon on
behalf of the Clty Council, thereby authorlzing the City Manager
to negotiate and execute Contract No. 4559(CCS), an agreement
with the California Coastal Commlssion confirmlng the granting of
Coastal Commlsslon Permit No. 5-85-224; and to negotlate and
execute Contract No. 4567(CCS) wlth GU11lermo Gonzales for lease
of 885 square feet of commerClal space 1n Downtown Parking
Struct ure No. 6 (old 2) subj ect to Coastal Comm1ssion perml t
approval. Second by Councllmember Epstein. The motion was
approved by the followlng vote:
