CITY COUNCIL MINUTES
JUNE 20, 1989
An adjourned meeting of the Santa Monica City Council was called
to order, in the absence of the Mayor and Mayor Pro Tempore, by
Councilmember Reed, at 7:41 p.m., on Tuesday, May 2, 1989, in the
Council Chambers. Mayor Pro Tempore Finkel entered the Council
Chambers just after the meeting was called to order.

Councilmember Katz led the assemblage in the Pledge of Allegiance
to the Flag of the United states of America.
CLOSED SESSION: Not held.
8-D: DEVELOPMENT AGREEMENT/SANTA MONICA COLLEGE PARKING
STRUCTURES: A staff report transmitting an ordinance for
introduction and first reading regarding the development
agreement with Santa Monica College for the construction of two
parking structures, and the certification of the Final
Environmental Impact Report for the project was continued to a
later meeting at the request of staff.
II-A: SOLID WASTE MANAGEMENT PLAN/CITY SANITATION SERVICES
FEES/RECYCLING PROGRAM: Presented was a staff report
transmitting a recommendation to approve a solid waste management
plan and to adopt a resolution revising fees charged for general
city sanitation services, sanitation bin rental and roll-out
services. Council asked questions of staff. Member of the
public Joy Fullmer expressed her concerns regarding the cost of
the expanded recycling program, and opposed the revised
sanitation services fees. Members of the pUblic Michael
Grandcolas and Kelly Olsen spoke in support of the expanded
recycling program. Discussion was held. Councilmember Abdo
moved to approve the staff recommendation, thereby conceptually
approving the comprehensive solid waste management plan;
directing staff to invite the participation of the neighborhood
organizations and the Neighborhood Services Center as vehicles

for encouraging residents to take part in the expanded recycling
program; directing staff to begin the public relations and
marketing of this program as soon as possible; and adopting
Resolution No. 7826 (CCS) entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA MONICA REVISING THE FEES CHARGED FOR
GENERAL CITY SANITATION SERVICES, SANITATION BIN RENTAL AND
ROLL-OUT SERVICES," reading by title only and waiving further
reading thereof. Second by CouncilmeIDber Katz. The motion was
approved by the following vote:
Council vote: Affirmative: Councilmembers Abdo, Finkel, Genser,
Jennings, Katz, Reed
Absent: Mayor Zane
l1.-C: MARINE PARK CHILD CARE CENTER: A staff report
transmitting recommendations regarding the operation of the
Marine Park Child Care Center was withdrawn at the request of
staff.
1.1-E: CLOSED SESSION: Held at the end of the meeting.
14-A: CONFERENCE ON STORM DRAIN SOLUTIONS: The request of Mayor
Zane to discuss City sponsorship of a conference on storm drain
solutions was continued to the Council meeting of June 27, 1989,
at the Mayor's request.
14-B: ZERO-NET SEWAGE GROWTH: The request of Mayor Zane to
discuss developing a program for zero-net sewage growth was
continued to the City Council meeting of July 11, 1989, at the
Mayor'S request.
14-D: HOMELESS AT CITY HALL: The request of councilmember
Jennings to discuss the relocation of homeless to City Hall was
continued to the City Council meeting of July 11, 1989, at the
request of Councilmember Jennings.
1.4-J: ST. MONICA'S PARISH OCTOBERFEST 10-K RUN: Presented was
the request of councilmember Reed to discuss an appeal of the
denial of st. Monica's Parish to hold their Octoberfest 1.0-K Run.
councilmember Reed initiated discussion. The city Manager
responded to the concerns expressed by counci1member Reed. No
Council action was taken.
14-M: CONSTRUCTION COMPLAINT HOTLINE: Presented was the request
of Counci1member Reed to discuss the establishment of a
construction complaint hotline. Councilmember Reed initiated
discussion and moved to direct staff to investigate and report
back to Council on the institution of a 24 hour construction
complaint telephone hotline, and, if necessary, to investigate
the issuance of stop work orders, and the posting of the
telephone number at all work sites, as additional enforcement
tools. Second by Councilmember Katz. Discussion was held. The
motion was unanimously approved, Mayor Zane absent.

14-N: COUNCIL TRAVEL FUNDS/NORTH AMERICAN CONFERENCE FOR
STRATOSPHERIC PROTECTION ACCORD: Presented was the request of
Mayor Pro Tempore Finkel to discuss authorization for the use of
travel funds to attend the North American Conference for a
stratospheric Protection Accord on July 21., and July 22, 1989.
Councilmember Reed moved to approve the use of Councilmember
travel funds to allow Mayor Pro Tempore Finkel to attend this
conference. Second by Councilmentber Genser. The motion was
unanimously approved, Mayor Zane absent.
15. PUBLIC INPUT: Member of the pUblic Joy Fullmer addressed
Council regarding increases in sanitation services fees, and
clarified her comments from previous Council meetings. Steve
Spencer addressed Council regarding the theft of recyclable
materials from public recycle bins throughout the city. Herman
Rosenstein addressed Council in support of the establishment of a
construction complaint hotline.
11-E: CLOSED SESSION: At 9:25 p.m., Council adjourned to Closed
Session for the purpose of considering personnel matters. At
9: 50 P . In., Council reconvened. No action was announced from
Closed Session.
ADJOURNMENT: At 9:51 p.m., Council adjourned in memory of Mario
Isaac and Elinor Funk.
