A special meeting of the Santa Monlca Clty Council was called to order by
Mayor Bambrlck at 6:05 P.M. on Frld~y, September 12, 1980.

~Presented for conSIderatIon was the request of Mayor Pro Tempore Yannatta
'Goldway to discuss a moratorium on commercial development In the downtown
bUSIness distrIct and the setting of a public hearing. DIScussion was
'held, as Introduced by Mayor Pro Tempore Yannatta Goldway. Following
dISCUSSIon, Mayor Pro Tempore Yannatta Goldway moved to hear members of
publIC for two mInutes each. Second by Councilmerr.ber Rhoden. The motIon
was approved by the following vote:

Absent: Councilmembers Reed, Scott and van den Steenhoven
The following persons spoke in support of a moratorium on commercial
development In the downtown bUSIness distrIct: Rose Bain, Tima Tomash,
VIvian Hallbauer, DennIS Zane, Susan Sommer, Paul Leaf, Maurice ZeitlIn i
and Essie StImmel. The following Fersons spoke In OppOSItIon to a morator~
:lum on commercIal development In the downtown business distrIct: Deborah
,Cohen, John Dudzlnsky, Thomas Vardaro, Bill Lackey, Harry Mow, Len SherIdan
'Vince Muselll and Sherman Stacey. Kenneth WIllIams requested exemptIon
for projects whIch have received conceptual arproval by the City.

Discussion was held. Mayor Pro Tempore Yannatta Goldway moved to dIrect
the CIty Attorney to prepare an ordinance for a six -months moratorium
cn demolitIons and constructIon in the downtown business distrIct to be
heard at the Council meeting of September 23, 1980, the ordinance to in-
clude an exemption for buildings of two storIes or less or one tImes bulk
'end a sectIon prOVIding for vested rights, at least temporarily, as of
,today WIth the same language used in the density bulk ordinance passed :
'I eIght or ten months ago based on a BUIldIng Permit-te~ percent formula; 'I
,that a citIzens review committee be establIshed of four categorIes made up
'of equal numbErs of property owners, commercial tenants, reSIdents of the 'I
,city who have profeSSIonal expertise--such as architects and planners, and
iresidents of either the downtov'n business district or immedIately adJacentl
to it, the commIttee to work with the Planning CommiSSIon to develop for
CounCIl review a serIes of proposals Jncludlng traffIC denSIty, use and ,
tIming of constructIon. Second by Councilmember Rhoden. Mayor Pro 'I
Tempore Yannatta Goldway included in the motIon the suggestIon of Council-
I member Rhe,den tha t the committee return to the Coune 11 WI th recommendation~
WIthIn four months from the initIation of the moratorium period if passed
as an emergency actIon or within thirty days of its fIrst readIng.

cluded In the motIon the suggestion of staff that the ordInance include
a proviSIon for publIC safety exemptIon to be determIned by the Building
OffIcer and an appeal procedure as Included in the MaIn Street moratorium;
furtrer, that the City Attorney be dIrected to prepare the ordinance in
