Councilmember Scott moved that the five 1tems l1stec on the not1ce of
the Special Adjourned Meeting be taken in the follow1ng order: l)Appro-
pr1ation of SSO,OOO.to conduct a Special Mun1c1pal Election on November 6,
1979, 2)A motion to reconsider the vote approving Ordinance No. l134(CCS)
adopted on September 11, 1979 call1ng a Special Munic1pal Election to
be held on Xovember 6, 1979 for the purpose of f1lling a Counc1l vacancy,
3)Cons1derat1on of an ord1nance repea11ng Ordinance ~o. l134(CC5),
4}Appo1ntment of a Counc1lmember, and 5)AdJournment to Marquis Restaurant
at 3110 Santa MonIca Boulevard, Santa Mon1ca to conduct evaluation of
the C1ty Manager. Second by Mayor Pro Tempore Reed. Councilmember
Yannatta Goldway moved a substItute motIon to agendize only the appro-
prIatIon of 550,000. to conduct SpecIal Municipal Election on ~ovember 6,
1979. Second by Councilmember JennIngs. The substItute motIon was ap-
proved by the follow1ng vote:

Presented for consideration at this time was the appropriation of
$50,000. to conduct a Special l\1un1cipal Election on November 6, 1979.
Councllmember Scott moved to appropriate SSO,OOO. to conduct a Special
Municipal Election on November 6, 1979 for the purpose of voting on an
initIatIve charter amendment regarding rent control and to fill the
eXIsting CouncIl vacancy, subJect to both items appearing on the same
ballot. Second by Councllmember JennIngs. Mayor Pro Tempore Reed moved
a substItute motion to appropriate SSO,OOO. to conduct a Special Muni~
clpal ElectIon on November 6, 1979 for the purpose of voting on an
InitIatIve charter amendment regardIng rent control, Second by Hayor
van den Steenhoven. DISCU5S1on ensued after which the substitute motion
faIled by the followIng vote:

.At 7'00 P. M. on motIon of Councilmember Scott, second by Councilmember
!Yannatta Goldway, the Council adjourned to an executIve session at the
MarquIs Restaurant, 3110 Santa Monica Boulevard, Santa MonIca for the
purpose of evaluatIng the performance of the City Manager.
CouncIl Vote: UnanImously approved 6-0
The meeting of the CIty CouncIl was later duly adjourned.
