JULY 31, 1979
An adjourned meeting of the Santa ~onica City Council was called to
order at 7:00 P.M. by Mayor Pieter van den Steenhoven who led the
assemblage in the pledge of allegiance to the United States of America.

Agenda Item 1: Presented at this time for approval was a Request For
Proposal for construction of low and moderate income housing at 175
Ocean Park Boulevard and Barnard Way sites. Councilmember Swink moved
to hear members of the public who had requested to speak on the subject.
Second by Mayor Pro Tempore Reed.
Council Vote: Unanimously approved 7-0
John Hult suggested that the Request For Proposal be flexible and not
unnecessarily constrain the developer. Bob Scura spoke in regard to
loss of Parking Authority land as a result of this project and suggested
that housing be developed above the parking area. Carey Peck requested
that the City give early assurance to the developer that the
land wlll be transferred to the developer. J. A. Garrison spoke in
regard to the increase 1n housing prices since the time h1S units in
that vlcinlty were sold to the Redevelopment Agency. Following
discussion, Councilmember Scott moved to revise the Request For Proposal
by removal of height limitations and by permitting the developer to
provlde an alternative proposal without a minimum or maximum site
dens1ty, in addition to the basic site density proposal. Second by
Counc1lmember Bambrlck. Following d1Scussion, Councilmember Yannatta
moved an amenament that the Request For Proposal indicate a suggested
height limit of three stories. Second by Councilmember Jennings.
Discuss10n ensued and Councilmember Yannatta withdrew the amendment
with the consent of the second. The maln motion was approved by the
follO\<llng vote:
Council Vote: Unanimously approved 7-0
Followlng further discussion, Councilmember Scott moved to direct staff
to report to the Council regarding an alternative site to 175 Ocean Park
Boulevard with square footage to accommodate the required number of
residential units. Second by Mayor Pro Tempore Reed. The motion was
approved by the following vote:

Councilmember Jenn1ngs moved to amend Attachment No. 5 of the Request
For Proposal as follows: Item No. 5 be revised to read "Describe

Item No. 11 be added to ask whether the prlncipals of the developer are
wllllng to execute guarantees of performance by the developer;
sentences ln the middle of the NOTE be revised to read "Accordingly,
reliance must be placed prlncipally upon wrltten narrative or upon
general numerical estimates. Graphics shall be limited to a single
black and white drawing of an lllustrative plan concept of site
development." Second by Mayor Pro Tempore Reed.
Councll Vote: Unanlmously approved 7-0
Councilmember Jennings moved to amend Attachment ~o. 7 of the Request
For Proposal by addition on page 2 of Item ~o. E to require a statement
about securlty precautions and access for the handicapped. Second
by Mayor Pro Tempore Reed.
Council Vote: Unanimously approved 7-0
Councilmember Scott moved to approve the Request For Proposal as
amended. Second by Mayor Pro Tempore Reed.
Council Vote: Unanimously approved 7-0
Mayor van den Steenhoven moved to adjourn the meeting at 8:25 P.~l.
Second by Councilmember Swink.
