staff recommendation and direct the Citv ~ttornel~ to prepare an ordinance
pursuant to the outline in the staff report and furtl~er to p~•epare the
oi-d.~nance in emergenc~~ form and consider zt at the earliest meeting zn
June. Second b~~ ~tayor Pro Tempore Yannatta Goldl,ay. John hturdock and
Richard Koch addressed the Council. Discussion follol~ed. Co~ncilmember
Reed asked ~7r. Koch if he had insurancs to conver the vessels on the
beach. hfr. Koch stated that he is co~-ered b}~ insurance and has a letter
from his insurance company confirmin; this. Councilmember Reed asked the
record to sholti ~ir. Koch's response. The motion ltias approved by the
