Budget Study - Departmental Reviews:
At 6:10 P.M. Study Session began with the following members
present:

The Council received presentation of budgets, objectives and
workplan activites proposed for 1983-84 for the following
departments: Recreation and Parks, Arts Commission, Airport
and Transportation Department.
The City Council recessed at 7:32 P.M.
At 7:45 P.M., Mayor Edwards called the meeting (which had
been adjourned from the June 4, 1983) to order. Mayor
Edwards led the assemblage in the pledge of allegiance to
the United States of America.

4. SPECIAL AGENDA ITEMS:
4-A: Announcement of vacancies on Boards and Commissions.
The City Clerk stated that annual appointments were
scheduled for the agenda of June 28, 1983 for the fOllowing
Commissions: Airport Commission, Architectual Review Board,
Arts Commission, Building & Safety Commission, Commission on
Older Americans; Commission on the Status of Women;
Convention & Visitors Bureau, Electrical Board of Appeals,
Housing Commission; Library Board; Personnel Board, Planning
Commission; Plumbing & Mechanical Board of Appeals,
Recreation & Parks Commission, and Social Services
Commission.
1. PUBLIC HEARING:
1-B: Public Hearins of proposed 1983-84 Community
Develofment Plan with "Proposed Statement of Community
ObjectJ.ves and Projected Use of Funds." (Public Hearins
continued from May 31, 1983.)
Mayor Edwards opened the pUblic hearing at 1:56 P.M. and
reviewed procedures to facilitate public presentations to
Council. Although Council policy precludes further requests
to speak from the public after the hearing has been opened,
Councilmernber Press moved and Councilmernber Zane seconded to
accept requests to speak submitted at this public hearing
which had been opened on May 31, but continued to June 1.
The motion carried unanimously.

Bernice Bratter and Joyce Sink addressed the Council
expresing support of the Peer Counseling Center.
The following were in support of the Westside Service to the
Elderly: Johanne Hanser, Martha Fitzgerald, Laurie Zahner
and Maria Arechaederra.
Michael Hill spoke in favor of Ocean Park Community
Organization.
Joanne Epstein favored support for the Wests ide Center for
Independent Living.

Sue SChuerman supported the Westside Women's Clinic.
Altha Mae Wheatley related her support for the shelter for
the homeless located at First Christian Church.
Charles Elswick also supported the westside Shelter.
Quin Crosbie and Don Feinstein spoke for Youth Services.
Linas Baskauskas opposed granting further money to the Ocean
Park Community Organization.

Betsy Myer, Director of Project Heavy-West, and Dr. Nancy
Rosser, President, Board of Directors of Project Heavy-West
spoke on behalf of Project Heavy-West.
Jeffrey Catania supported Center for Partially Sighted.
Carey Peck supported Family Services.
Louise Cantero submitted a written statement by Gaye Deal of
the Unitatian Church and spoke on behalf of Unitary Housing
Association.
Karen Howard requested a building to house Family Service
Agency.
Miriam Winston spoke in favor of Unitary Housing
l'Association.
John Jurenka opposed support for social service programs.

Jessica Friedman reported recommendations from the Social
Services Commission.
Michael Havens, Ph.D., supported the Westside Horne Shelter.
Minnie Meyer supported Family Service.
Pat Hadley, supported the Clare Foundations Senior Citizen
Outreach Program.
Penny Perlman requested in depth review and evaluation of
effectiveness of programs funded under the Community
Development Plan.
Nancy Hyatt supported Jewish Family Service Proposal.
Michael Held and Steven Zucker requested funds for Y-CARP.
Jean Tremaine represented the Los Angeles Childbirth Center.
,Olivia Chavez-Villalba, Marta Morelos and Richard
IHammerschlag spoke in favor of the Latino Maternity Care
Program.
At 9:35 P.M., Councilmember Zane moved, Councilmember Conn
seconded and the motion carried unanimously to close the
public hearing.
14. COUNCILMEMBER ITEMS:
14-A: Re~uest of Councilmember Zane to discuss covering
re9istrat~on fee for Conference on Limited Equity Housing
Co-ops, sponsored by Cooperative Resources and Service
Project.

14-B: Re~uest,of Councilmember Jenninss: He reported he had
been contacted br a group of residents on Fourth Street
(apparently a Iarse sroup) who opposed the scheduled chanses
to Fourth Street. They would like the opportunity to
Fresent their side to council which was the basis for
Councilmember Jennins's request to the Council to hear their
concern and decide whether to So forward with the scheduled
chanses.
Councilmember Epstein moved, Councilmember Jennings seconded
and the motion carried unanimously to continue the item to
July 12, 1983.
At 9:44 P.M., Councilmember E~stein moved, Councilmember
Conn seconded and motion carr~ed unanimously to continue the
budget study session, reviewing the Community Economic
Development Block Grant budget after a 6 minute recess. At
9:50 P.M., Council reconvened at the dais.

During the presentation of the Department's budget,
Councilmember Epstein moved, Councilmember Reed seconded and
motion carried unanimously to extend the meeting to 11:30
P.M.
The budget study session continued.
CLOSED SESSION:
II-G: Re~uest for Closed Session to discuss pend ins
litisation and personnel matters.
At 11:30 P.M., Councilmember Epstein moved, Councilmember
Press seconded. motion carried unanimously to extend the
meeting past 11:30 P.M. and adjourn to Closed Session to
review litigation. At 11:45 P.M., the Council returned to
the dais in the Council Chamber. Councilmember Press moved,
Councilmember Epstein seconded and motion carried
unanimously, awarding Anna Goldfarb as a result of a claim
in the amount of $11,000. Councilmember zane did not return
from Closed Session.

motion carried unanimously to adjourn the meeting in honor
of Fay D. Lynch, Cornelius and Nora Eastham, Howard Kearns
