OCTOBER 18. 1983
A meeting of the Santa Monica City Council was called to order at
7:35 P.M. by Mayor Edwards on Tuesday. October 18. 1983. having
been continued from October 11, 1983. Councilmember Epstein led
the assemblage in the pledge of allegiance to the United states of
America.

Councilmember David G. Epstein
Councilmember William H. Jennings
Councilmember Christine E. Reed
Councilmember Dennis Zane
City Manager John H. Alschuler. Jr.
City Attorney Robert M. Myers
Acting Assistant City Clerk Ginny Piccolo
SS-l: STUDY SESSION - BUSINESS LICENSE TAX ORDINANCE: Staff
reports were presented to summarize the events and outcomes of
meetings between the City and Chamber of Commerce representatives
held on October 17 and 18 regarding business license tax changes.
Public participation was permitted. The following members of the
public spoke: Joseph L. Miko. Tom Nitti. F. W. "Buzz" Witt. "James
W. Baker. Conrad M. Melilli. Krank Knowlton. Swen Meyer, Bill
LaVere. Adrienne Tullis. Monty McCormick and Bob Gabriel.
Following additional discussion. Mayor Edwards indicated that staff
would continue to study the matter and prepare a report for the
October 25. 1983. Council meeting when it will be presented.
ll-B: CLOSED SESSION: Presented was a request for Closed Session
to discuss pending litigation and personnel matters. At 9:46 P.M..
Councilmember Epstein moved to adJourn to Closed Session for the
stated purpose. Second by Councilmember Zane. The motion was
approved by unanimous vote. Council reconvened at 10:33 P.M., with
the following members present: Councilmember Epstein, Jennings.
Press, Reed, Zane and Mayor Edwards. Mayor Edwards announced that
no action had been taken in the Closed Session.
\ ADJOURNMENT: At 10:35 P.M.. Councilmember Reed moved to adjourn in
memory of Charles Larkin, Benito LeFont and Pat O'Brien. Second by
