CITY COUNCIL MINUTES
AUGUST 31, 1982
A meeting of the Santa Monica City Council was called to order by
Mayor Yannatta Goldway on August 31, 1982 at 7:40 P.M., having been
cont1nued from August 24, 1982. Mayor Yannatta Goldway led the
assemblage in the pledge of allegiance to the United States of
America.

Counc11member Conn moved to add Items 8-B and 14-B to the agenda.
Second by Mayor Yannatta Goldway. The motion was approved by a
vote of 4-1, Councilmember Reed opposed and Councilmembers Edwards
and Press absent.
PLAQUE PRESENTATION: Mayor Yannatta Goldway presented a plaque to
resigning Acting City Clerk Connie McNeely, commending her for
outstanding serv1ce to the City. Ms. Mc~eely accepted the plaque
with thanks.
7-B: HOUSING ELEMENT: Presented was a public hearing on the
Housing Element. The staff report was presented, followed by
discussion. The public hearing was declared open at 7:50 P.M.
Discussion was held. Councilmember Reed moved to allow the
Homeowners Association a total of 45 minutes to speak and the Pico
Neighborhood Association a total of 20 minutes, and to allow all
other members of the public 5 minutes each. Following discussion,
the motion was approved by unanimous vote. Speaking in regard to
the matter were, Martha Fitzgerald, John L. Hult, Gaye Deal, Ken
Genser, Mike Derry, Karl Schober, Lawrence Vredevoe, MarJorie
Folkert, MarJorie Krobere, James W. Baker, Gordon McGilvray, Vince
LeVeque, Jean H. Uke, representatives of the Homeowners
Association, Phil Hopkins, Dora Ashford, and David Epstein,
representatives of the Pico Neighborhood Association, John Loos,
David Weinstein, Reverend Charles Elswick, Mollie Lowery, Gloria
Fitzgerald, Ann Mershon, Stanley Sapiro, Mrs. Hann, Myndi Tooch, C.
R. Davenport, Bernice Marshall, Barbara-Jo Osborne, Leslie W.

Bennette, Herman Rosenstein, Mallory Pearce, Sara Faulds, Lyn
Corum, John Jurenka, Bob Gabriel, and David Bryant. (Councilmember
Press entered at 8:41 P.M.) Mayor Yannatta Goldway departed at 9:59
P.M., at which time Councl1member Zane acted as presiding officer.
Mayor Yannatta Goldway returned at 10:15 P.M. Councilmember Conn
moved to continued the meeting past 11:00 P.M. Second by
Councilmember Zane. The motion was approved by unanimous vote. At
12:40 A.M., Councilmember Conn moved to close the public hearing.
Second by Mayor Yannatta Goldway. The motion was approved by
unanimous vote. Discussion was held. Councilmember Zane moved to
continue the item to September 7, 1982. Second by Councilmember
Conn. The motion was approved by a vote of 5-1, Councilmember Reed
opposed, Mayor Pro Tempore Edwards absent.
8-B: 2701 OCEAN PARK CORPORAT~ON: Continued to September 7, 1982.
Il-B: LOW-RENT MULTI-FAMILY HOUSING: Presented was a staff report
transmitting a recommendation for approval of a cooperative
agreement with the County of Los Angeles permitting loan notes for
the construction of low-rent multi-family housing. Councilmember
Conn moved to approve cooperative agreement Contract No. 3834(CCS)
and to authorize its execution, permitting the County of Los
Angeles to issue construction loan notes for the construction of
low-rent mUlti-family housing. Second by Councilmember Zane. The
motion was approved by the following vote:

Mayor Pro Tempore Edwards
Councilmember Reed requested that the record reflect that she voted
no because she was opposed to using the park parcel for housing,
especially since the immediately easterly adjacent neighborhood did
not have any say in the particular project.
12-A: Withdrawn at request of staff.
14-B: PUSHCART VENDORS: Presented was the request of
Councilmember Reed for a discussion regarding pushcart vendors.
Councilmember Reed opened dlScussion. Councilmember Reed moved to
direct staff to not issue new permits or renewals, and to
investigate the matter and to report back to Council for discussion
and further direction. Second by Mayor Yannatta Goldway. The
motion was approved by the following vote:

ill-C: CLOSED SESSION: At 1:05 A.M., Councilmember Conn moved to
Irecess to Closed Session for the purpose of considering pending
'lltigation and personnel matters. Followlng discussion,
Councilmember Conn withdrew the motion. Councilmember Zane moved
to continue the item to September 7, 1982. Second by Mayor
Yannatta Goldway. The motion was approved by unanlmous vote.
ADJOURNMENT: At 1:07 A.M., Councilmember Zane moved to adJourn to
7:30 P.M. on September 7, 1982, to consider the continued items.
