A special meeting of the Santa Monica City Council was called to order by Mayor Holbrook at
5:43 p.m., on Tuesday, May 23,2006, at City Council Chambers, 1685 Main Street.

STUDY SESSION:
On order of the Mayor, the City Council convened at 5:435 p.m" with all
members present. Councilmember O'Connor led the assemblage in the
Pledge of Allegiance,
The following members of the public Larry Carroll, Celia Carroll, Jerry
Rubin, Joey Fullmer, Pro Se, Joe Natoli and Jan Williamson spoke in
support of funding for different programs and services,
City Manager Lamont Ewell provided an overview of the proposed budget,
and respective department heads presented individual proposed budgets and
