M-11/1/2005 CITY OF SANTA MONICA SPECIAL CITY COUNCIL MINUTES NOVEMBER 1, 2005 A special meeting of the Santa Monica City Council was called to order by Mayor 0' Conrrbr at 5:46 p.m., on Tuesday, November 1,2005, at City Council Chambers, 1685 Main Street. Roll Call: Present: Mayor Pam O'Connor Mayor Pro Tern Herb Katz Councilmember Richard Bloom Councilmember Ken Genser Councilmember Robert T. Holbrook Councilmember Kevin McKeown Councilmember Bobby Shriver Also Present: City Manager Susan McCarthy City Attorney Marsha Jones Moutrie City Clerk Maria M. Stewart CONVENE/PLEDGE CLOSED SESSIONS: COUNCIL ITEMS: SHOTGUN HOUSE On order of the Mayor, the City Council convened a special meeting at 5: 46 p.m., with all members present. Councilmember Holbrook led the assemblage in the Pledge of Allegiance. There was no one present for public comment. On order of the Mayor, the City Council recessed at 5:47 p.m., to consider the closed session and reconvened at 10:30 p.m., with all members present to report the following: 2-A: PUBLIC EMPLOYEE APPOINTMENT Title: City Manager ACTION: Closed session heard. No reportable action taken. 13-A: Request of Councilmember McKeown that the Council direct staff to accommodate continued temporary storage of the historic structure commonly known as "the shotgun house," provided the owner of record supplies a written request for such temporary storage along with a written release of City liability, and that the move of the house from the current storage site at Santa Monica Airport to another City location approved by staff be professionally completed before November 1, 2005, at no cost to the City, was presented. ADJOURNMENT: Members of the public Sherrill Kushner and Mario Fonda-Bonardi spoke ir support of accommodating and preserving the structure. Discussion ensued on related issues including but not limited to: the merits of the request, the current state of the shotgun house, the funds needed for moving the structure and finding a permanent site, permits and other necessary documentation, costs of continued maintenance, the ability of a non-profit to act in a timely manner, and indemnification of the City. Motion by Councilmember McKeown. seconded by Councilmember Genser to direct staff to accommodate continued temporary storage for a period not to exceed two years.
