M-12/12/2000 1423 CITY OF SANTA MONICA CITY COUNCIL MINUTES DECEMBER 12, 2000 A regular meeting of the Santa Monica City Council was called to order by Mayor Geuser at 7:10 p.m., on Tuesday, December 12, 2000, at City Council Chambers, 1685 Main Street. Roll Call: Present: Mayor Ken Geuser Mayor Pro Tem Pam O'Connor Councilmember Richard Bloom Councilmember Michael Feinstein Councilmember Robert T. Holbrook Councilmember Kevin McKeown Absent: Councilmember Paul Rosenstein Also Present: City Manager Susan McCarthy City Attorney Marsha Jones Moutrie City Clerk Maria M. Stewart INSPIRA TIONIPLEDGE The John Adams Middle School Jazz Band performed several numbers as OF ALLEGIANCE the inspiration for the meeting. Councilmember Bloom led the assemblage in the Pledge of Allegiance. INSTALLATION OF NEW 3-A: Resolution adopting results of the November 7, 2000, municipal OFFICERS election - recommendation to adopt Resolution No. 9602 (CCS) entitled: "A ELECTION RESULTS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CERTIFYING THE RESULTS OF THE LOS ANGELES COUNTY REGISTRAR RECORDER'S OFFICIAL CANVASS AND OFFICIAL STATEMENT'OF VOTES CAST FOR THE CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2000, AND DECLARING THE RESULTS THEREOF," was presented. Member of the public Chuck Allord expressed various concern about voter eligibility. 1 December 12,2000 1424 Motion by Councilmember Feinstein. seconded by Mayor Pro Tern O'Connor, to adopt Resolution No. 9602 (CCS), reading by title only and waiving further reading thereof. The motion was approved by the following vote: AYES: Councilmembers Bloom, Feinstein, McKeown, Holbrook, Mayor Pro Tern O'Connor, Mayor Genser None Councilmember Rosenstein NOES: ABSENT: RECOGNITIONS AND PRESENTATIONS Mayor Pro Tem O'Connor was recognized for her service as Mayor Pro Tem. Mayor Genser presented a proclamation to Mayor Pro Tem O'Connor. Mayor Genser was recognized for his service as Mayor, and was presented with a proclamation. ADJOURNMENT On order of the Mayor, the regular meeting with the current City Council as constituted, was adjourned at 7:45 p.m., with Councilmember Rosenstein absent. SWEARING IN OF NEW- The City Clerk called the meeting to order and administered the oath of ELECTED OFFICERS office to the following newly-elected officials. COLLEGE BOARD 3-B: Administration of oath of office to new members of the Santa Monica College Board of Trustees: Annette Shamey Margaret Quinones Pat Nichelsen. Douglas Willis Jeffrey Sklar 2 December 12, 2000 1425 COUNCIL MEMBERS CONVENING OF NEW CITY COUNCIL 3-E: Administration of oath of office to new Santa Monica City Council Members: Michael Feinstein Richard Bloom Ken Genser Herb Katz The City Clerk asked the newly-elected Councilmembers to take their seats, called the meeting to order, and conducted a roll call for the newly- constituted City Council: Councilmember Ken Genser Councilmember Pam O'Connor Councilmember Richard Bloom Councilmember Michael Feinstein Councilmember Robert T. Holbrook Councilmember Herb Katz Councilmember Kevin McKeown ELECTION OF MAYOR 3-G: Election of Mayor for the ensuing two years. MAYOR ASSUMES CHAIR The City Clerk opened the floor for nominations. Councilmember Genser nominated Michael Feinstein to serve as Mayor for the ensuing two years. Councilmember Holbrook nominated Pam O'Connor to serve as Mayor for the ensuing two years. Councilmember O'Connor respectfully declined the nomination. There being no other nominations, Councilmember Feinstein was elected as Mayor for the ensuing two years by the following vote: AYES: Councilmembers Bloom, Feinstein, McKeown, Katz, Holbrook, O'Connor, Genser None. None. NOES: ABSENT: Mayor Feinstein assumed the Chair, and opened the floor for nominations for Mayor Pro Tem for the ensuing two years. 3 December 12,2000 1426 ELECTION OF MAYOR 3-D: Election of Mayor Pro Tern for the ensuing two years. PRO TEM Councilmember O'Connor nominated Councilmember Bloom to serve as Mayor Pro Tem for one year and Councilmember McKeown to serve as Mayor Pro Tern for the second year. Councilmember Katz nominated Councilmember McKeown to serve as Mayor Pro Tern for two years. The motion for Councilmember Bloom to serve for one year as Mayor Pro Tern, and Councilmember McKeown for the second year as Mayor Pro Tern, was approved by the following vote: For combined terms for Councilmembers Bloom/McKeown: Councilmember O'Connor Councilmember Bloom Councilmember Geuser Mayor Feinstein For Councilmember McKeown to serve for two years: Councilmember Holbrook Councilmember Katz Councilmember McKeown Councilmember McKeown requested his vote be changed to Councilmember O'Connor's nomination, for the following final result: For combined terms for Councilmembers Bloom/McKeown: Councilmember O'Connor Councilmember Bloom Councilmember Geuser Councilmember McKeown Mayor Feinstein For Councilmember McKeown to serve for two years: Councilmember Holbrook Councilmember Katz 4 December 12. 2000 1427 PUBLIC INPUT: ADJOURNMENT: Member of the public Pro Se congratulated the new Council and thanked City staff for their work. Members of the public Dawn Meier and Diana Meier addressed the Council regarding mold causing health problems. Member of the public Art Casillas discussed funding for the Police Department. Member ofthe public Joe Natoli discussed the PRC and the Boat House Restaurant. Member of the public Jerry Rubin commended the Disabilities Task Force and urged the formation of an advisory committee. Member of the public Katrina Lundy commented on Mad Cow Disease. Member of the public Quincy indicated he would be filing an affidavit contesting the election results. Member of the public Harry M. Keiley commended and thanked the City Council. Member of the public Anita Phillips expressed concern regarding a recent power outage. On the order of the Mayor, the regular City Council meeting was adjourned at 8:44 p.rn.
