CITY COUNCIL MINUTES
NOVEMBER 27, 1990
The regular meeting of the Santa Monica City Council was called
to order by Mayor Zane at 7: 40 P.M., on Tuesday, November 27,
1990, in the Council Chambers.

City Clerk Clarice E. Johnsen
councilmember Jennings led the assemblage in the Pledge of
Allegiance to the flag of the united states of America.
1. RESOLUTION CERTIFYING ELECTION RESULTS: Presented for
adoption was the resolution certifying the results of the
Concurrent General Municipal Election held on November 6, 1990.
Member of the public Mrs. T.Y. Han expressed her concerns
regarding the newly adopted Proposition R. Councilmember Katz
moved to adopt Resolution No. 8121(CCS) entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECITING THE FACT
OF THE CONCURRENT GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 6,
1990, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY
LAW," reading by title only and waiving further reading thereof.
Second by Councilmember Genser. The motion was approved by the
fOllowing vote:
council vote: Unanimously approved 7-0
2. NEWLY ELECTED MEMBERS/SANTA MONICA COLLEGE BOARD OF TRUSTEES:
The City Clerk announced the election of the following four newly
elected members of the Santa Monica College Board of Trustees:
Carole Currey, Colin C. Petrie, Alfred T. Quinn, and Ralph R.
Villani.
3. NEWLY ELECTED MEMBERS/SANTA MONICA-MALIBU UNIFIED SCHOOL
DISTRICT BOARD OF EDUCATION: The city Clerk announced the
election of four new members to the Santa Monica-Malibu Unified
School District Board of Education; administered the Oath of
Office; and presented Certificates of Election to: Pam Brady,
Brenda Gottfried, Michael E. Hill, and Patricia Hoffman.

4. NEWLY ELECTED MEMBERS/SANTA MONICA RENT CONTROL BOARD: The
ci ty Clerk announced the election of four new members to the
Santa Monica Rent Control Board; Administered the Oath of Office;
and presented Certificates of Election to: Suzanne Abrescia, Lisa
Monk Borrino, Jay P. Johnson, and Robert A. Niemann.
5. NEWLY ELECTED MEMBERS/SANTA MONICA CITY COUNCIL: The City
Clerk announced the election of three new members to the Santa
Monica City Council~ Administered the Oath of Office; and
presented certificates of Election to: Robert T. Holbrook, Kelly
Olsen, and Antonio Vazquez.
6. ELECTION OF MAYOR: Presented was the matter of the election
of the Mayor. The city Clerk opened the floor to nominations.
Councilmember Holbrook nominated councilmember Katz to serve as
Mayor for a two year term. Mayor Zane nominated Councilmember
Abdo to serve as Mayor for the first year of a two year term
(until the first meeting in December 1991) and Councilmember
Genser to serve as Mayor for the second year. The vote on the
nominations was as follows:
Abdo/Genser - Abdo, Genser, Olsen, vazquez, Zane
Katz - Holbrook, Katz
Councilmember Judy Abdo was therefore elected to serve as Mayor
for the term of November 27, 1990, through the first City Council
meeting in December of 1991, at which time Councilmember Genser
will begin serving as Mayor until November 1992.
7. ELECTION OF MAYOR PRO TEMPORE: Presented was the matter of
the election of the Mayor Pro Tempore. Mayor Abdo opened the
floor to nominations. Councilmember Holbrook nominated
Councilmember Katz for a two year term. Councilmember Zane
nominated councilmember Genser to serve as Mayor Pro Tempore for
the first year of a two year term and counci1member Abdo to serve
as Mayor Pro Tempore for the second year. The vote on the
nominations was as follows:
GenserjAbdo - Abdo, Genser, Olsen, Vazquez, Zane
Katz - Holbrook, Katz
Councilmember Genser was therefore elected to serve as Mayor Pro
Tempore for the term of November 27, 1990, through the first city
Council meeting in December of 1991, at which time Councilmember
Abdo will begin serving as Mayor Pro Tempore until replaced.
8. RECOGNITION OF SERVICE/MAYOR DENNIS ZANE: Mayor Abdo
presented a commendation to retiring Mayor Dennis Zane in
recognition of his service rendered to the City of santa Monica.
9.. RECOGNITION OF SERVICE/COUNCILMEMBERS FINKEL, JENNINGS, AND
REED: Mayor Abdo presented commendations to retiring
Councilmembers David B. Finkel, William H. Jennings, and
Christine E. Reed in recognition of the services rendered by them
to the City of Santa Monica.

ADJOURNMENT: At 9:07 P.M., the meeting was adjourned in memory
of Matthew Bambrick, Dr. Joe Mont and Bessie Warschaw.
