CITY COUNCIL MINUTES
MARCH 5, 1991
An adjourned meeting of the Santa Monica City council was called
to order by Mayor Abdo at 7:42 P.M., on Tuesday, March 5, 1991,
in the council Chambers.

City Clerk Clarice E. Johnsen
Councilmember Vazquez led the assemblage in the Pledge of
Allegiance to the Flag of the united states of America.
Councilmember Katz moved to add Item 14-B to the agenda. Second
by Councilmember Olsen. The motion was unanimously approved,
Councilmembers Holbrook and Zane absent.
8-0: COMPETITIVE CIVIL SERVICE EXAMINATIONS: Presented was a
staff report transmitting an ordinance for introduction and first
reading modifying Section 2103C of the Santa Monica Municipal
Code relating to competitive civil service examinations. At 7:45
P.M., Mayor Abdo declared the public hearing open. Member of the
public Joy Fullmer expressed her concerns. Mayor Abdo closed the
pUblic hearing at 7: 48 P.M. Mayor Pro Tempore Genser moved to
introduce for first reading an ordinance entitled: "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING SANTA
MONICA MUNICIPAL CODE SECTION 2103C RELATING TO COMPETITIVE
EXAMINATIONS," reading by title only and waiving further reading
thereof. Second by Councilmember Olsen. The motion was approved
by the following Vote:
Council vote: Affirmative: Councilmembers Genser, Katz, Olsen,
Vazquez, Mayor Abdo
Absent: Councilmember Holbrook, Zane
Councilmember Zane reported present.
9-A: PROPOSITION R: Presented was a report from the City
Attorney regarding conceptual options to implement Proposition R.
Members of the public Joy Fullmer and Aisha Wyatt expressed their

concerns. Member of the public T. Y. Han spoke in opposition to
Proposition R. Members of the public Mehrdad Farivar and John
Givens spoke in support of recommendation #5 with modifications.
Councilmember Zane moved to hear late speakers for three minutes
each. Second by Councilmember Katz. The motion was unanimously
approved, Councilmember Holbrook absent. Members of the public
Roy Morando and c. R. Davenport spoke in opposition to
Proposition R. Discussion was held.
At 8: 40 P. M., Council adjourned for a short recess. At 8: 45
P.M., Council reconvened with all members present. councilmember
Holbrook absent.
Discussion followed. Councilmember Olsen moved to approve option
#3. Second by Councilmember Zane. Further discussion was held.
Mayor Pro Tempore Genser moved a substitute motion to approve
option #1. Councilmember Olsen withdrew his motion in support of
Mayor Pro Tempore Genser's motion.
As a result of council discussion, Mayor Pro Tempore Genser
withdrew his motion in support of option #1. Councilmember Zane
moved to approve option *3, thereby directing the City Attorney
to prepare an ordinance prohibiting the filing of applications
for market-rate residential housing until such time as the City
Council adopts an ordinance implementing Proposition R, but
excepting from the prohibition any project in which 30 percent of
the units constructed on site are available to low and moderate
income persons as provided for in Proposition R. Second by
Councilmember Olsen. Discussion was held. Councilmemher Katz
moved to amend the motion to include a six month deadline, and
study sessions for public input. The amendment was accepted as
friendly. Council asked questions of staff. The motion, as
amended, was approved by the following vote:

vazquez, Zane, Mayor Abdo
Absent: Councilmember Holbrook
Councilmember Zane moved to direct the City Manager to work with
staff to develop a plan to increase the City's production of
affordable housing} including affordable family housing. Second
by Mayor Pro Tempore Genser. Discussion was held. The motion
was approved by the following vote:

Vazquez, Zane, Mayor Abdo
Absent: Councilmember Holbrook
lO-A: SIDEWALKS, DRIVEWAYS AND CURBS: Presented was a staff
report recommending the adoption of a resolution confirming the
assessment of fees for repairs of sidewalks, driveways, and
curbs. At 9:22 P.M., Mayor Abdo declared the public hearing
open. Member of the public Joy Fullmer expressed her concerns.
Mayor Abdo closed the pUblic hearing at 9:25 P.M. Councilmember

Zane moved to adopt Resolution No. 8189(CCS) entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
CONFIRMING THE REPORT OF THE SUPERINTENDENT OF STREETS REGARDING
REPAIRS TO DAMAGED SIDEWALKS, DRIVEWAYS AND CURBS
(SR-91-l67/l68)," reading by title only and waiving further
reading thereof. Second by Councilmemher Olsen. The motion was
approved by the following vote:
Council vote: Affirmative: Councilmembers Genser, Katz, Olsen,
Vazquez, Zane, Mayor Abdo
Absent: Councilmember Holbrook
lO-B: GUTTER CONSTRUCTION/STREET RESURFACING ASSESSMENTS:
Presented was the staff report transmitting one protest and
recommending adoption of a resolution confirming assessments for
street resurfacing and gutter construction on various city
streets. At 9: 27 P.M., Mayor Abdo declared the public hearing
open. There being no one wishing to speak, Mayor Abdo closed the
public hearing. Council asked questions of staff. Mayor Pro
Tempore Ganser moved to acknowledge the protest and adopt
Resolution No. 8190 (eCS) entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE ASSESSMENT
DIAGRAM AND CONFIRMING ASSESSMENTS FOR STREET RESURFACING AND
GUTTER CONSTRUCTION ON VARIOUS CITY STREETS IN CONJUNCTION WITH
THE 1988-89 STREET RESURFACING PROGRAM," reading by title only
and waiving further reading thereof. Second by Councilmember
Olsen. The motion was approved by the following vote:

Vazquez, Zane, Mayor Abdo
Absent: Councilmember Holbrook
~4~A: WAIVER OF RENTAL AND PARKING FEES/CIVIC AUDITORIUM:
Presented was the request of Mayor Abdo to discuss waiver of
rental and parking fees for the use of the Civic Auditorium by
the vietnam Veterans of America, Inc., from July 25, through July
28, 1991. Mayor Abdo moved to waive the rental and parking fees
at the Civic Auditorium for the Vietnam Veterans of America,
Inc., for this period. Second by Councilmember olsen.
Discussion was held. The motion was approved by the following
vote:
Council vote: Affirmative: councilmembers Genser, Katz, Olsen,
Vazquez, Zane, Mayor Abdo
Absent: Councilmember Holbrook
14-B: INTERNATIONAL COUNCIL OF LOCAL ENVIRONMENTAL INITIATIVES:
Presented was the request of Councilmember Zane to discuss the
City of Santa Monica becoming a full member of the International
Council of Local Environmental Initiatives sponsored by the
United Nations. Councilmember Zane moved to approve dues in an
amount not to exceed $1,500 to enable the City to become a
founding full member of the International council of Local

Environmental Initiatives. Second by Councilmember Katz.
Discussion was held. The motion was approved by the following
vote:

15. PUBLIC INPUT: Member of the public Joy Fullmer addressed
Council.
