reports and a publIC heari~g to consider the Land Use Plan of the
Local Coastal Plan. DiscussIon was held. The public hearit'lS was

Santa MonIca Bay. The public hearing was declared closed.

During discussiol1, and with the consent of the maker and the
second, POlICY 41 was reinstated, amended to read "Recreational
boatIng facIlities, such as sport fIshing activities, small boat
launchIng, COt'lCeSSIOt'ler boat rides or moorIngs may be provided In
the VIcInIty of Santa Monica Pier. A permanent marina
development shall not be permItted." There belt'lg '10 objection,

of drail1 water on the beach and seek remedIes to public health

Ocean and CalIfornia Avenues, and SecoDd Street (currently
occupIed by the MIramar Hotel); on that block, the height at'ld
density shall be compatible with hotel development In other areas
of the CIty, shall respect the 3 story (45') height lImit along
Ocean Avenue I and shall protect and enhance VIew corrIdors".

protectl~g existing reSIdential uses so that it read: "The
Oceanfront hillside area between Ocean Avenue and Appian Way
shall be devoted to new vISItor-servIng uses includIng hotels and
to the conservatIon of the eXIstIng mIX of reSIdentIal uses."

Councilmember Zane to dISCUSS ordInances to Implement Program 10
of the HousIng Element as it relates to replacement housIng.
DiscuSSIOl1 was held. GouncilJnember Zane moved to request the
CIty Attorney and the CIty Mal1ager to brIng back a report about
the implementatIon of Program 10 of the Housing Element and Its
expected effect vis-a-vIs the Ellis BIll. Second by
Councilmember EpsteIn. The motlOt'l was unanimously approved.

Councllmember Zane to discuss possIble ordinat'lces and procedures
pertalnil1g to Illegal demolitIons. Councllmember Zane Introduced
dISCUSSIOt'l and moved to direct staf( to brIng back a staff report
on protections' against illegal demolItions whlch would Include
ways In WhIch the Pollce Department can keep track of demolltions
that are gOing on in the CIty, i.e., have a lISt of permIts that
have been granted for demolitions, and penaltIes for contractors
who participate in Illegal demoll tions. The motion was duly
seconded and unanimously approved.
