CC/RA-2: AFFORDABLE HOUSING SITES: Presented was a staff report
recommendIng the ExecutIve DIrector of the Redevelopment Agency
be authorIzed to execute agreements to purchase sItes for
affordable hOUSIng programs of the Redevelopment Agercy. Agency
Member EpsteIn moved to hear from membe-s of the publIC for three
mInutes each. Secof1d by Agency Member Conn. The motIon was
approved by un an Imous vot e. Ka~ l"1 P ally, Gary SquIer, B~owne
GoodWIn, JIll Abramsky, Katherine Sllver, Shelley MIlls, Henry
Custis, LeslIe Bennett, Barba-a Effros, Ralph August, Thane

p-oposed cooperatIves. Robert Altagen spoke in OppOSItIon to the
d ensi ty of the lOW-Income hOUSIng In one area 0 f Ocean Park.

staff recommendatIon, thereby authorIzing the ExecutIve DI-ector
to: (1) negotIate and execute the necessary documef1ts to assIgr
the Purchase Ag~eement Of1 the 2323 4th Street property to
AlternatIve LIVIng for the AgIng, and reImburse Alte-f1ative
LIVIng for the AgIrg for up to $10,000 In predevelopment
archl tectural and engIneering fees for developme~t of a senIor
congregate hOUSIr.g p-oJect as descrIbed in the staff -eport dated

execute a Grant Deed and ag~eement to develop low/moderate
hous I ng at 1851-1901 and 1907 El even th Street and to app"'ove
related app~oprlatlor.. DiscussIon was held. Councllmember Zane
moved to approve the CIty CounCIl portlon of the staff report,
thereby autho"'lzlng the Clty Manager to r,egotlate the terms of,
and execute the Grant Deed, ard determlne the sales p~lce of the
lar.d, so that the sales prIce shall ~ot be less than the maXImum
affordable cost; and authorIZIng the Clty Manager to execute an
agreemen t Wl th the develope~ to pay not more than $55,641 for
costs of Improvements to the development not covered by HUD.
Second by Councilmember Conn. The motIon was approved by the
