The Redevelopment Agency of the City of Santa Monica, C~lifornia, met
in regular session in the City Council Chambers, on March 14, 1972,
at 4:30 P,M.

APPROVAL OF MINUTES:
The minutes of February 22, 1972 were
approved as mailed.
APPROVAL OF WARRANT REGISTERS:
The Director submitted Warrant Registers Nos. 70 thru 71 for
approval. Mr. Barnard moved, seconded by Mr. Schimmer, that Warrant
Registers Nos. 70 thru 71 be approved as submitted, with the exception
of Check No. 4182 on Warrant Register No. 71, relating to pay~ent to
Eugene E. Hougham for architectural consulting services, and that the
Director be instructed to obtain further details and breakdown on the
work performed, but that in the interim, authority for payment of one-
half of the total amount of Mr. Houghamls bl llings for the months of
November and December, 1971 and January, 1972 be approved. The mo~ion

State lands Commission - Request for ExtenSion
The Director stated that subsequent to the State Lands Commission's
request for an extension of time untIl SepteMber 1, 1972 to revle~ the
lease for Parcel F (Tidelands Lease) in the P.O.P. Project, he had met
with Mr. C. L. Kirks, Land Agent for the State Lands Commis:.ion, and
they had agreed to reduce the extension of time to July), 1572.

He also stated that the Agency had been notified that additional
Information, including a c~"plete Environmental Impact Report, would
be required of the Agency before the State Lands Commission could
approve the Lease. Upon the recommendation of the Director and Agency
Counsel, Mr. Harding moved, seconded by Mr. Fach, that the Agency
accept the extension of time until July I, 1972 for review of the
Lease for Parcel F by the State Land Commission. Discussion fol-
lowed, in which the Members expressed concern over the number of
governmental agencies having to give their approval relating to
the redevelopment projects, thereby causing many delays and added
costs. The motion carried with the following rol I call vote:

Upon the Chairman's request, Mr. Harding moved, seconded by
Mr. Richey, that the meeting be adjourned to an ExeCutive Session to
diSCUSS threatened litigation against the Agency. The motion carried
with a unanimous vOice vote. The meeting adjourned at 5:30 P.M.
The meeting reconvened at 5:58 P.M. There being no further
business to be brought before the Members, Mr. Richey moved, seconded
by Mr. Fach, that the meeting be adjourned. The motion carried With
a unanimous voice vote. The meeting adjourned at 6:00 P.M.
