DOWNTOWN REDEVELOPME~T PROJECT
Status Report
Mr. WilliaMS summarized the court ruling which upheld the legality of the City's
downtown redevelopment project in the laWSUit brought against it. The favorable
sUMmary judgment found that the City had complied with required government codes;
specifically with regard to the redevelopment plan, EIR, bl ight, and General Plan
Elements.
Mr. Williams projected that appraisals would be completed in mid-April and the
bond Issue prepared by the end of April, With acquisition, relocation and demo-
lition following Immediately. He noted that Agency apDroval of the issuance of
bonds would be necessary in the near future.
Mr Jal ili reported on progress in complying With Coastal Com~isslon conditions.
He stated that the Agency was prepared to provide replacement housing for project
residents.
Mr. Jalili stated that a series of meetings with offiCials of the California
Transportation Department assured that the required off-ramp construction would
begin be~ore start of construction on the project.
He also noted that a public transit fare val idation system required by the Coastal
Commission for the eMployees and patrons of the shopping center had been pre-
pared and ~~uld soon be submitted to the Coastal Com~ission.
Mr. Jali 1 i then spoke of the feasibility study for a central circulation system
which would link the Wilshire corridor with the shopping center. He said the
findings of the study would be presented to the Agency when completed.
Mr. Will iams stated that a tour of the Section 236 project had been arranged
in response to interest shown by Agency members and inVited all members to join
him immediately following the meetin~

Chairman Trives noted that Rouse Company Vice President Bruce Alexander was
present at the meeting and expressed gratitude that the downtown shopping center
project was moving ahead so well. He also commended Agency legal counsel Eugene
Jacobs for the fine work done on the lawsuit.
