regular session in the City Council Chambers, on March 14, 1967, at 4:30 P.M.

The Secretary explained that although she was askjn!i for approval of
the bill from R.oger Roy land Clearing Company, Inc., payment would be
withheld because of a claim against said company. Discussion followed.
Mr. Harding moved, seconded by Mr. O'Brien, that the bills be paid as

REPORT OF SECRETARY:
Project I (a):
~roval of Form of Certificate of Completion
The Secretary submitted to the Members a form of Certificate of
Completion for the construction on Installment Parcel One, which had
been prepared by the Agency Legal Counsel. She stated that this Certificate
was being submitted for approval ~ form only. The Agency Legal Counsel
outlined the procedures required prior to the issuance of this Certificate.
Mr. Robert Hoffman, Project Manager for Santa Monica Shores, stated that
Kern County Land Company will give the Agency written notification of
the completion date within the next week.
Mr. Richey entered at 4:47 P.M.
Mr. Connelly moved, seconded by Mr. OIBrlen, that the form of the
Certificate of Completion for the construction on Installment Parcel One
be approved as submitted. The motion carried with a unanimous voice vote.

The Secretary stated that when the parcels in Block 3 of the Ocean
Park Project l(b) were acquired, oil and gas leases were included in the
transfer of title to the Agency, and that the Agency had received pay-
ments from the Mobil Oil Corporation under these leases. She then
submitted to the Members an opinion from Musick, Peeler and Garrett,
Condemnation Counsel for the Agency. relating to these leases. Discussion
followed.
Mr. Hoffman left the meeting at 4:52 P,M,

UNFINISHED BUSINESS:
rravel Authorization
The Secretary informed the Members that the Urban America Annual
Meeting which had been scheduled to take place in williamsburg, Virginia,
had been changed to Montreal, Canada. Other conferences under discussion
were: Pacific Conference on Urban Growth, Honolulu, Hawaii; NAHRO
pacific Southwest Regional Council Annual Conference, Fresno, California;
and t{AHRO Biennial National Conference, Portland, Oregon. Mr. Harding
moved, seconded by Mr. Richey, that Mr. OIBrien be authorized to
represent the Redevelopment Agency at the Urban America Annual Meeting,
in Montreal, Canada, on April 24 and 25. 1967, with expenses paid. The
motion carried with the following roll call vote:

Introduction of Mr. Walt Slattery and Mr. Dave Manlove
The Secretary introduced to the Members Mr. Walt Slattery, Area
Coordinator, and Mr. Dave Manlove, Urban Renewal Representative, both
from the Department of Housing and Urban Development. Mr. Slattery
addressed the Members and discussed the availability of Federal funds
to Redevelopment Agencies after this fiscal year,

for their appearance before the Mewbers at this meeting.
Mr. Slattery left the meeting at 5:17 P.M.
There being no further business to be brought before the Members,
Mr. Richey moved. seconded by Mr. Connelly, that the meeting be adjourned.
The motion carried with a unanimous voice vote.
The meeting adjourned at 5:20 P.M.
