The Redevelopment Agency of the City of Santa Monica, California, met in regular session tn the City Council Chambers, on March 10, 1970, at 5:00 P.M. PRESENT: MEMBERS: B. Jones, Acting Executive Oirector- Secretary May Palfrey, Stenographer GENERAL: ~~solutlon Approvins Proposed Pacific Coast Freeway Route The Chairman requested that this agenda item be moved forward because of those Councilmen In attendance. Mayor Herbert A. Spurgin addressed the Members and expressed his opposItion to the wording of the Agency's proposed resolution approving a proposed Pacific Coast Freeway Route. He stated that he could understand the Agency's opinion that the "Main Street Corridor Route" would be of benefit to the Redevelopment Projects because of its proximity; however, he felt that endorsement of any Route was premature at this time and that In any event the Agency's approval of proposed freeway routings should be restricted to areas adjacent to the Redevelopment Projects only and should not Include any recommendation for a northerly projection of a Freeway Route through the City of Santa Monica. Mr. Harding stated that the resolution under consideration did not accurately reflect the Intent of the Agency with respect to the limits of the proposed route and that reference to "beach routesll and Jllnterchange with Santa Monica Freeway" should be deleted. Discussion followed. Mr. Harding moved, seconded by Mr. Schimmer, that this item be tabled until the next regular meeting and that the Acting Secretary make the necessary changes In the resolution and prepare It for resubmlttal to the Members at the next regular meeting. Mr. Cormelly moved, seconded by Mr. Schimmer, that the bi lIs submitted in the amount of $630.00 and the accounts payable Items through March 10, 1970 be approved for payment. The motion carried with the follow. ing roll cal I vote: AYES: NOES: ABSENT: MEMBERS: MEMBERS: MEMBERS: Barnard, Connelly, Harding, Schimmer ~'one Fach, Richey, Whiting PROJECT ACTIONS AND REPORTS: Project I (b): Loan and Grant Contract Approval - Dept. of Housing and ~rban Development The Acting Secretary stated that the Agency had received official notice of acceptance and approval of the Fourth Amendatory Loan and Grant Contract from the Department of Housing and Urban Development. He added that said Amendatory increased the Project Temporary loan by $120,001. The Chairman requested that the Committee Reports be submitted at the next regular meeting. The Acting Secretary stated that the Report of Secretary could also be deferred until the next regular meeting. Project I (a): Review of _LandJH~?LtJon_~greement Revis ions Upon the Chairman's recommendation, Mr. Schimmer moved, seconded by Mr. Harding, that the contract revisions be referred to the Agency's Negotiating Committee for review, followed by a report on their findings to the Members at the next regular meeting. The motion carried with a unanimous voice vote. There being no further business to be brought before the Members, Mr. Schimmer moved, seconded by Mr. Harding, that the meeting be adjourned.
