The Plan prOVIdes for the modIfIcatIon of the ground level of the parkIng structures WhICh are physlcally sUltable to ac- commodate retall serVIce and commerCIal uses frontlng on Second and Fourth Streets. D. Clrculatlon and ParKIng . Tech- nIcal Background Report, l7 DecelT.ber 1984, there IS lImIted excess parkIng capaCIty In the Downtown ParkIng and BUSIness Improve~ent DIstrlct, especIally In ParkIng S true ture No s. 2 and 5. ThI S lIll,I ts the IT.arket poten- tlal and bu Isness '11 ab III ty for eXl stl ng and proposed economIC actIVIty and general development In the area. It IS also recognIzed that 1 t IS necessary to lll.prove - 4 - . user access to the avaIlable parkIng through the cre- atIon of pedestrIan accessways and lffiproved securIty and related arnenltles. It should be noted that although the ThIrd Street Mall area IS not withIn the desIgnated boundarIes of the Downtown Redevelopment ProJect Area, It lS adJacent to, and Wl thln, the In.fT.edlate neIghborhood of the ProJect Area. The Mall lrr.proven, ents wIll therefore provIde dI- rect benefl t to the Downtown ProJect Area as well as persons resldlng, vISIting or workIng In the Illtllcedlate neIghborhood in whIch the ProJect IS located. AccordIngly, the use of Downtown tax Incren, ent for the ThIrd Street Mall parkIng and publIC IDcproven, ents IS of benefI t to the Down town Redeve lopll, ent ProJec t Area. B. No Other FaCIlltles Corr.n-.un 1 ty Reasonable Means of and Irr.proven, ents FInancIng the PublIC is AvaIlable to the . In Callfornla, rt,Unlclpal or tax-exeIT,pt fInancIng has tradI- tIonally taken one of two baSIC forn,s: general ob1lgatlon bonds or revenue bonds. General oblIgatIon bonds pledge ad valoren. property taxes WIthout lIIl.It as to rate or an,ounti hence, they were hIghly regarded by lnvestors and cOn.Ir,anded the lowest bor rOWl ng rate because of the I r n,I n lIt,al cred 1 t rIsk. However, ArtIcle XIIIA of the CalIfornIa constItutIon, adopted In 1978, prohibIts Issuance of such general oblIga- tIon bonds. Revenue bonds are payable froIl. a speCIfIc revenue source other than property taxes. These bonds have been used exten- s 1 vely for f I nanc 109 \oJa ter, se\\Ter, or other utIlI ty systeIlIS, toll bridges and airports, where revenues of the enterprIses a re reasonably well assured. However, the proposed In.prove- llients wlll not generate any revenue, so such fInancIng IS not feaSIble. . The Ci ty I S general revenues are another poss lble source of revenue for the proposed IIl.proverr,ents. However, toll OWl ng the passage of PropOSItIon 13, severe straIns were placed on the City's revenueS because of the curtaIlment or Withholding from cltles by the State of CalIfornIa of revenues tradItIon- ally subven ted to local governn, ent. Wh lIe SOIlle 0 f these sources have been returned to CItIes In the State's FY 1985- 86 budget, there 1 s no cer tal nty that the reduc tlon of the subventIon stream mIght not reoccur. The fact of hIstorIcal- ly dIIl,1 nl shed revenue, uncer ta I n ty of future revenues, and the need to prov 1 de a su 1 table level of serVIce, dIctates that if the City advances any of lts general operatlng reserve for the proposed IIl,proven, ents, a Il,eans of recover 1 ng the cost be ava i lable fron, the Agency f rOIT, tax I ncren,en t revenues. - 5 . . . Tax i ncren.ent revenues or tax a lloca t 1 on bonds proceeds are the only VI able niethod of f Inane 1 ng the proposed lll.prove-- ments. Tax a lloca t Ion bonds are payable froIt, and secured solely by tax revenues to be derIved fron. the ProJect Area and the use of such revenues lS approprIate SInce the ProJect Area WIll be benefl ted. Tax lncreIllent revenues are allocated annually to the Agency to the extent of Agency Indebtedness, and are paId fro~ the portIon of taxes In excess of the as- sessed valuatIon of that property in the base year of the ProJect. IV. THE REDEVELOPMENT PURPOSE FOR WHICH TAX INCREMENT FUNDS ARE BEING USED TO PAY FOR THE PUBLIC IMPROVE~ENTS. The Redevelopn, ent Plan for the Downtown Redevelopn, ent ProJect conteITtpl a tes that a nUIl,ber of publI c and pr I va te IIT,prOVernen ts WIll be provlded to turn the Pr oJec t Area froIT. s tagnan t and un- derutllized land to productIve use and an asset to the CIty. AITtong the publIC lIT,prOVell, ents and utIlI tl es to be provIded 10 connectlon WIth the redevelopment of the SIte as provIded for In the RedevelopIT.en t Plan I s the provI SI on of park 109 and SIte prep- aratlon necessItIes. S lnce the Redevelopn, ent Plan for the ProJect wa s adopted In 1976, the Agency has been In the process of redevelopIng the VICInIty of the SIte by plannIng and developIng necessary publIC I~prove- IT.ents (such as parkIng and related faCIlItIes) and utIlItIes to IIT.prove the condItIon of Inadequate faCIlItIes WhICh were In,ped- Ing on the developn, ent of the area. The Agency now proposes to con tI nue that redevelopfT,ent effort by I ncreasl n9 the an.ount of avaIlable parklng, the eXIstIng publIC area amenIty appeal, IT.arket potentIal, secur 1 ty, and overall access to the ProJect Area. The proposed Improveffients WIll encourage better use of the shop- p~ng center by ProJect Area tesldents and persons resldlng, vlst- i ng or en,ployed In the IIT.[l,edl ate ne Ighborhood In wh I ch the ProJ- ect 15 located. It IS antlclpated that the parking and publlC IIT,prOVen,ents WIll a ttrac t res ldents and VI S I tor S to the ProJect Area, Whl ch WIll enhance the developl'l.ent of adJacent portIons of the ProJect Area and therefore provlde dIrect benefl t to the Downtown Redevelop- rr,ent ProJect. ps 2sUIT, - 6 -
