The Redevelopment Agency of the City of Santa Monica, California, met in regular session in the City Council Chambers, on March 28, 1967, at 4:30 P.M, Pll.ESENT: MEMBERS: J. Lee Schimmer. O'Brien ALSO PRESENT: Robert Hoffman, Project Manager for Santa Monica Shores James B. Reidy, Jr., Agency Liaison Member, entered at 4:50 P.M. Eugene 3. Jacobs, Agency Legal Counsel Grace Thomas, Executive Director-Secretary May Palfrey, Stenographer APPROVAL OF MINUTES: The minutes of March 14, 1967 were approved as mailed. REPORT OF SECRETARY: Project Improvements - Barnard Way The Secretary informed the Members that Mr. Roy Troeger, Manager of Up and Down, Inc., had written to the City Manager requesting the follow- ing: (I) That the entrance to the Santa Monica Beach Auto Park, at Ashland Avenue, be opened; (2) That the divider strip on Barnard Way at Ashland Avenue be removed; and (3) That Barnard Way be opened in~o the Speedway at Marine Street; The Secretary stated that this item had also been p1dced on the City Council Agenda for their meeting on /iarch 28. Discussion followed on the effect these changes, if approved by the City Council, would have on the Redevelopment Projects, and on the eligibility of non-cash grant-in-aid credits for Barnard Way. Mr. Reidy entered at 4:50 P.M. Mr. Rogers moved, seconded by Mr. hdrding: (I) That this Agency go on record as follows: (a) The entrance to the Santa Monica Auto Park at Ashland Avenue should not be opened; (b) The divider strip on Barnard Way at Ashland Avenue should not be removed; and . . . Don Hummel. Ass istant Secretary of the Department of Housing and Urban Development, does not legally protect this Agency or City from DHUD in the future from disallowing the percentages of benefit allowed fer the streets in the projects, if the divider strip in Barnard Way is removed. (3) That the City Council be informed that the Chairman and staff of the Agency have repeatedly offered to assist P.O.P. and its subtenants to place directional signs in the surrounding area. She added that the list of findings and determinations prepared by the Agency Legal Counsel had been reviewed and certified ~o by the Secretary, with one exception, that being, that the Declaration of Restrictions states that all buildings shal I be constructed with a minimum front yard setback line of 20 feet from public rights-of-way. The Secretary stated that it was 15 feet between the property 1 ine and the bui Idings on Parcel One from I~ei Ison Way. DiSCUSSion foll~Jed. There being no further business to be brought before the Members, Mr. Richey moved, seconded by Mr. Connelly, that the meeting be adjourned. The motion carried with a unanimous voice vote.
