A special joint meeting of the Santa Monica City Councll
Redevelopment Agency was held on Tuesday, April 6, 1982.
P.M., Mayor Yannatta Goldway called the meetlng to order

SETTLEMENT AGREEMENT WITS LINCOLN PROPERTY COMP~-Y: Presented was a
staff report transmitting a recommendation to direct the City
Attorney/Agency Counsel to prepare a settlement agreement with
Lincoln Property Company and to request an amendment of the Coastal
Development Permlt. Discusslon was held. Councilmember Conn moved
to hear members of the public for three minutes each. Second by
Councllmember Reed. The motlon was approved by unanimous vote.
The fOllowing persons spoke in regard to the matter: Arthur
Mortimer, Mara Kier, John Jurenka, LiuciJa Baskauskas, Walter L.
Schwartz, David Shulman, J. Marx Ayres, Roberta Smith, Harold Finn,
Wayne Hall, Linas Baskauskas, Renee Vallen, Edwln B. Steg~anr Eric
Wichmann, Simone Blals, Philip E. Anaya, Dr. Bernice Mars~all,
Jamil Soorani, Jerry Fadem, Stephen Anaya, Clare Branfman, Vince
LeVeque, Michael Black, Marianne Boretz, Sherman L. Stacey, Hal
Shulem, Ernie Powell, Jack L. Silvas, Susan Cloke, Roberta
Schulman, Kerry Ann Lobel, David Epstein, Dan Cohen and John
Gabree. Discussion was held. Mr. Joel Landau of Lincoln Property
COMpany spoke in regard to the matter. Discussion contlnued.
Councilmember Press requested that the record reflect that under no
circumstances would she vote for this project unless the affordable
housing was on the site of the proJect. Council~ember Conn ~oved
to authorlze the City Attorney/Agency Counsel and the City
Manager/Executlve Director to enter lnto a settlement agreement
with Lincoln Property Company; to conduct publlC nearings
pertaining to neighborhood concerns for off-site amenities;
subsequent to public hearings, to adopt wlthin 90 days a plan fo~

off-site 1mprovements and on-s1te affordable housingi to designate
within 90 days the recommended owner/manager for the on-s1te
affordable housing, the number of units to be bU1ld, and the
household types to be served~ to direct staff to seek an agreement
that the arch1tect of the Sea Colony proJect shall be ut11ized as
the architect for affordable housing, that the contractor for the
Sea Colony shall be the contractor for the affdordable housing, and
that construction shall commence simultaneously; to direet staff to
file for and obtain an amended Coastal Permit subsequent to Council
action pertaining to off-site improvements. Second by
Councilmember Press. Following further discussion, the motion was
approved by the following vote:
Council Vote: Unanimously approved 6-0
Absent: Councilmember Jennings
ADJOv~~MENT: At 10:17 P.M. Councilmember Conn moved to adjourn the
Joint meeting of the Santa Monica C1ty Council and Redevelopment
Agency. Second by Mayor Yannatta Goldway. The motion was approved
by the following vote:
