APRIL 30, 1992
An emergency special meeting of the Santa Monica City council was
called to order by Mayor Genser at 4:00 p.m. on Thursday, April
30, 1992 in the Council Chambers.
councilmember Holbrook led the assemblage in the Pledge of
Allegiance to the Flag of the united states of America.

1: Approval of calling of emergency meeting of the City Council:
Mayor Pro Tempore Abdo moved to call an emergency meeting of the
City Council due to the state of emergency that exists in the Los
Angeles area because of rioting, property damage and loss of
life. Second by Councilmember Katz. The motion was approved by
the following vote:

Absent: Councilmember Vazquez
councilmember Vazquez arrived at 4:05 p.m.
2: Consideration of Resolution of Local Emergency: Presented
was a resolution proclaiming the existence of a local emergency
as is authorized by State Law and Ordinance No. 1104 CCS. The
staff report was presented to Council. Councilmember Katz moved
Resolution No. 8399 (CCS) entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA MONICA PROCLAIMING THE EXISTENCE OF
A LOCAL EMERGENCY" f was adopted. Second by Mayor Pro Tempore
Abdo. Attorney Myers stated that the Resolution would need to be
re-adopted every so many days if it doesn't immediately end. The
precise time period will be given later. The City Manager may
rescind it when he determines it is appropriate to do so before
the next Council meeting. The motion was approved by the I

3: Consideration of emergency rules and regulations: Presented
was EMERGENCY ORDER NUMBER 1 which is an order of the Director of
Emergency services which he will adopt and request that the City
council approve. It proposes a number of emergency orders that
the Director of Emergency services believes are necessary in
order to protect the public safety within the city of Santa
Monica. Questions were asked of Fire Chief John M. Montenero and
Police Chief James T. Butts, Jr. of the city of Santa Monica.
Members of the public Duke Kelso, Alan Weston, Suzanne Brewer and
Connie Jenkins expressed their concerns. Council discussion
followed. Mayor Pro Tempore Abdo moved to approve EMERGENCY
ORDER NUMBER I and authorize the City Manager to be the Director
of Emergency Services. Councilmember Katz offered a friendly
amendment that the City cancel the Cinco de Mayo programs for the
weekend with the exception of the civic Auditorium Dog Show which
will be referred to staff and to proceed to try to get the
National Guard on our beaches and do what we can to patrol, guard
and potentially close the beaches. Accepted as friendly.
Discussion followed. The motion was approved by the following
vote:
