No 8682(CCS) entItled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ACCEPTING AND APPROVING A FINAL SUBDIVISION MAP FOR
TRACT NO 51455 AT 1007 TWENTIETH STREET," was adopted, thereby approvmg a 10-
umt tenant-partICIpating converSIOn project at 1007 TwentIeth Street.
6-E MODIFICATION OF PLANNING, ZONING, AND LAND USE FEES TO EXEMPT
CHILD CARE CENTERS ResolutIon No 8683(CCS) entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA MONICA MODIFYING PLANNING, ZONING.
AND LAND USE FEES," was adopted, thereby exempt10g cluld care centers from plannmg
applicatIon fees.
6-F. AWARD OF BID/MISCELLANEOUS RECYCLED PAPER. BId No 2470 was awarded
to KIrk Paper to furmsh and deliver miscellaneous recycled paper

9-A CIVIC CENTER SPECIFIC PLAN. Presented was the staff report recommendmg
adoptIon of a resolution to certify the Final EnVIronmental Impact Report for the CIVIC Center
SpecifIC Plan, adoption of a resolution adoptmg the Civic Center Specific Plan with the
Statement of Overridmg Considerations, adoptIOn of a resolution amending the Land Use and
Crrculation Element of the General Plan, and adoption of a Resolution of IntentIOn to amend the
Zorung Ordinance to nnplement the CIVIC Center SpeCIfIC Plan Members of the publIc Jean
McNeil Wyner, Bermce Bratter, Douglas Lowe, Tom Bryson, Lmda Gordon, Frank. Gruber,

the plan due to Increased development. Member of the public KevIn Ohsh dIscussed the Rand
Corporation. Members of the public Len Doucette, Jerry Rubm, and Sharon GIlpm urged
CounCll to remand thIS item to a vote of the general pubhc. Member of the publIc Joy Fullmer
expressed her concerns. Planmng CommISSIOner Ken Breisch spoke In support of the plan and
urged Council to continue to explore the reduction of above-ground parkmg wherever possIble
and contmue encouragIng the concept of creatmg a model environmentally -sensItive project.
Member of the publIc Lmda Armstrong urged CouncIl to remember the homeless and stated her
hope that the homeless be represented m 5 % of the workforce and that they be housed. Member
of the pubhc Roger Genser urged CouncIl to conSIder the deSIgn aspects of the entIre CIVIC
center as a cohesive whole and the cultural aspects not be concentrated only m the park that IS
planned or the proposed cultural center. Members of the pubhc Laurel Roennau, Frances De
La Huerta, Ken Schonlau, and Art CasIllas spoke In opposltlOn to the plan. Member of the
public Jude McGee expressed her concerns WIth public partiCIpatIOn m public spaces and the
ratio of low- and middle-income housing to high-mcome housing. Member of the publIc Robert
Cornog expressed concern with traffic denSIty Member of the publIc Stephanie Barbanell urged
CouncIl to reject the EIR
At 8:55 P.M., Council adjourned for a short recess and to conduct the Closed SessIOn
9-B CLOSED SESSION. At 855 P.M , CounCIl adjourned to Closed SeSSIOn for the purpose
of dIscussing the case of CIty of Santa Moruca v. CIty of Los Angeles, threatened IItIgatlOn
concermng the proposed Playa Vista development.

Tony Palermo, WIlliam Brantley, and Planning CommISSIoner Ralph Mechur spoke in support
of the plan Members of the publIc Susan Papadakis and Leo Kessler spoke In OppOSItIOn to the
plan Member of the publIc Sara Faulds expressed concern WIth open publIc spaces. Member
of the public Sylvia Shmad urged CouncIl to support development standards III the CiVIC Center
SpeCIfIc Plan that would lessen commercial offIce development and strengthen the plan for
affordable housmg and more open space and parkland and urged CounCll to remand this item
to a vote of the general pubhc Member of the publIc Emmahe HodgIn informed Council that
the Board of Fnends of Sunset Park has chosen not to take a publIc stand for or agamst thIS
Issue, however, they did vote not to call the Issue for a public vote

of Los Angeles with regard to the proposed Playa Vista development and direct staff to enter
into an agreement With Maguire Thomas Partners m the amount of $1 5 mIllIon and whereby
the CIty of Santa MOllica fully relams the nght to challenge the program EIR and any subsequent
EIRs which may be associated With any future phases of the Playa Vista project Second by
