Planmng CommISSIOner Ken Breisch spoke In support of the plan and urged Council to continue to explore the reduction of above-ground parkmg wherever possIble and contmue encouragIng the concept of creatmg a model environmentally -sensItive project. Member of the publIc Lmda Armstrong urged CouncIl to remember the homeless and stated her hope that the homeless be represented m 5 % of the workforce and that they be housed. Member of the pubhc Roger Genser urged CouncIl to conSIder the deSIgn aspects of the entIre CIVIC center as a cohesive whole and the cultural aspects not be concentrated only m the park that IS planned or the proposed cultural center.
