9-A: REDUCED-EMISSION FUELS POLICY FOR VEHICLE PURCHASES:
Presented was the staff report recommendmg the adoptIOn of a reduced-emissIOn fuels policy
for vehIcle purchases Council asked questions of staff Member of the publIc Joy Fullmer
expressed her concerns CouncIlmember Olsen moved to adopt the polIcy that the CIty
purchase reduced-emIssion vehIcles whenever possIble m accordance WIth the operational
reVIew conducted by staff and direct staff to conduct an annual operatlonal analYSIS to ensure
that the recommended fuel types are consIstent WIth then-current technology Second by
Mayor Pro Tempore Vazquez The motlon was approved by the followmg vote'

14-C: AVAILABILITY OF SHELTER BEDS: Councllmember Greenberg presented her
request to discuss directing staff to obtam mformatlon about the availabIlIty of shelter beds
m Los Angeles County, mc1udmg cold weather shelters, and to report on what means are
available to refer and transport homeless mdlvIduals to these shelters DISCUSSIOn was held
By general consent of the Councll, dIrectIOn to staff was approved.
14-D: REGULATION/USE/SALE OF FIREA.RM:S: Presented was the request of Mayor
Abdo and Councilmember Greenberg to dISCUSS CIty Councll adoption of a resolution urgmg
the State Legislature to grant local governments the authority to regulate the use and sale of
firearms WIthin theIr JunsdIC110nS and for the State legIslature to Itself enact laws WhICh
prohIbIt easy access to fIrearms and to take steps to stem the epIdemIC of VIOlence m our
state. Member of the publIc Joy Fullmer expressed her concerns Members of the publIc
Sal Grammatico, Peter Sacks, Maurice Durkee, Art Caslllas, Donna Alvarez, and Tony
Alvarez spoke in Opposltlon to the proposal Mayor Abdo moved to hear late speakers

was held CouncIlmember Greenberg moved to adopt Resolutlon No 8702 (CCS) entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
URGING THE STATE LEGISLATURE TO GRANT LOCAL GOVERNMENTS THE
AUTHORITY TO REGULATE THE USE AND SALE OF FIREARMS WITHIN THEIR
JURISDICTIONS AND FOR THE STATE LEGISLATURE TO ITSELF ENACT LAWS
WHICH PROHIBIT EASY ACCESS TO FIREARMS AND TO TAKE STEPS TO STEM
THE EPIDEMIC OF VIOLENCE IN OUR STATE," readmg by title only and WalVIng
further readmg thereof, and drrect staff to report back to Council on the number of gun
dealers located wltlnn the City of Santa MOllica and whether the CIty'S zOlling laws cover

PatrICia SheffIeld to address Council regarding PIer parkmg, the economIC enVIronment and
the polIce substation for the area Council asked questions of Patricia Sheffield DIScussIon
was held. No actIOn was taken.
