14-D: COUNCIL RULES IN CASES OF A STATE OF EMERGENCY: The request of
Councllmember Greenberg to estabhsh special CouncIl rules in cases where a state of I
emergency has been declared by the CIty and to instruct the CIty Manager to formulate
procedures relating to the emergency for CIty staff was contmued to the meeting of February
22, 1994_
14-E: RECOGNITION OF CONTRmUTIONS: The request of Councilmember
Greenberg for the CouncIl to lDStruct staff to take steps to enable the Council to recognize
the contnbU!lons of many agencies and groups who gave of their tIlDe, effort and money to
help victIms of the greatest natural disaster to befall our City and partIcularly to thank the
Salvation Army and the Red Cross for their ourstandmg efforts in feeding, housmg and
supportmg the VIctIlDS of the earthquake was contmued to the meetmg of February 22, 1994
14-F: TIME LIMITS/RESTORATION OF VITAL BUILDING FUNCTIONS: The
request of CouncIlmember Greenberg to amend (on an urgency basIs) Ordinance No 1722,
relatmg to tune limIts to restore VItal bUIldmg functIOns on an interim baSIS, to provide a
procedure to resolve dIsputes relatmg to the safety of bUIldmgs that are red, green or yellow
tagged, to request staff to respond to concerns that bUIldings WIth SIgnificant damage to VItal
bUIldmg systems andlor asbestos problems are bemg "green-tagged" and, to dIfect staff to
prepare a report relatmg to structures m the Cuy that are seIsffilcally unstable, such as "tilt-up
bUIldmgs" and "dmg-bat constructIon" and on the feaSIbIlity of requmng chnnneys to be
retrofItted to prevent damage in the event of further earthquakes andlor SIgnificant aftershocks
