consIderatIon of resolutIOns to repeal ResolutIons Nos 8685(CCS) and 8686(CCS) regardmg the
CIVIC Center SpecIfIC Plan or call a SpecIal ElectIOn to conSIder the measures. Members of the
publIc Ann Hiller (representmg Senator Tom Hayden) and MIke Femstem urged Council to
repeal the SpeCIfIc Plan rather than call a SpecIal Election~ however, If an electIon IS called the
preference would be for November Members of the publIc Merritt Coleman and Laurel
Roennau spoke in OppOSItIOn to the approved Civic Center Plan Members of the public Eric
Parlee and Frank Gruber spoke m support of the CIVIC Center Plan and includmg the measure

2(A)(2) [page 7] to read "The followmg pnmary uses shall be permitted If conducted withm
an enclosed bmldmg (except where otherwIse permitted) and may include office space, wluch
does not exceed fifty percent (50%) of the gross floor area of the prImary use, so long as the

because, while in general he is a strong supporter of housing, he is concerned that this decision
WIll lead not to revItalIzatIOn of the area but to decay of the area. however, he does support the
school proposal
Councllmember Greenberg requested that the record reflect that she voted "no" on tills Item
because she also belIeves that housmg does not belong in an industrial area, however. she does
support the school proposal
Councllmember Genser moved to reVIew the results of the economIc and deSIgn studies for the

to dlscontmue the Issuance of home occupation pemnts for firearm sales and amend the Zomng
Code to reqUIre ConditIOnal Use Permits for firearms dealers. Councilmember Rosenstein
moved to extend the meetmg to 11 30 P M Second by Councilmember Greenberg The motion

commumtles that have adopted strict standards, ask staff work with Alcohol, Tobacco, and
Firearms and Identify those who have federal firearm bcenses as dealers in the community m
reSidential zones and commerCial zones who are not m comphance With Santa Momca busmess
laws, and work With ATF to encourage these people to give up their businesses or be
