staff report transm~tting a reca~'e~Gat~on to d~rect the Clty
Attorney/Agency COGnsel to prepare a settlement agreement wlth
L~ncoln Property Co~pany and to ~equest an a~encne~t of the Coastal
Development Pe~it. ~~scussion was neld. Council~e~ber Conn moved
to hear members of the public for th~ee minutes each. Second by
Councilmember Reed. The motion was approved by unan~mous vote.

Company spoke in regard to the matter. Discussion continued.
Councilmember Press requested that the record reflect that under ~o
circumstances would she vote for this project unless the affordable
nouslna was on the site of the nroJect. Councllnernber Con~ ~oved
to authorize the City Attorney/Agency Counsel and the Clty
~anager/Executive Director to enter ~nto a settlement agreenent
with Lincoln Property CompanYi to conduct publlc nearlngs
pertaining to neighborhood concerns fo~ off-site amenitiesi
subsequent to public hearings, to adopt withln 90 days a plan for
