Shore, Secretary There being no obJectIon, the Redevelop~ent Agency recessed to relocate to the Civic AudItorIum East Room and reconvened there to consIder the followIng matters: 1. APPROVAL OF MI~UTES. ~ember Reed moved to approve, as wrItten, Redevelopment Agency minutes of January 12, 1982. Second by Member Zane. The motIon was approved by the followIng vote: U~AXIMOUSLY APPROVED 7 - 0 2. LINCOLN PROPERTIES/OCEA~ PARK REDEVELOP~IENT AREA: Presented was the request of the Ocean Park CommunIty OrganIzation to address the Agency regarding the contract wIth Lincoln PropertIes for develop- ment of resIdentIal units In the Ocean Park Redevelopment Area. ~Ie~ber Conn moved to hear persons ror three minutes each. Second by ~ember Press. The motion was approved by unanImous vote. The followIng persons spoke In regard to the natter. Chairwoman Yannatta Goldway moved to request the CIty Attorney to prepare a report on how to alter Agency meetIng rules so that ~hen a publIc hearIng 15 closed, If the Agency IS about to take an actIon vote on a motion, there be opportunIty for a desIgnated group rep- resentatIve that has spoken to make some addItIonal comment before the vote. Second by ~ember Conn. The motIon was approved by the fOllo'lllng vote: AYES: Conn, Edwards, Press, Zane, Yannatta Goldway NOES: JennIngs, Reed At 9:27 P.M., ChaIrwoman Yannatta Goldway moved to adjourn ~te Redevelopment Agency Neeting to approxImately 10:30 P.H. that even- Ing to hear from communIty representatIves In regard to the matter. Second by Member Conn. The motIon was approved by the follOWIng vote: UNANIMOUSLY APPROVED 7 - 0 The Redevelopment Agency relocated to the CounCIl Chamber and reconvened WIth all members present. (The regular City CounCIl meetIng was held from 9:27 P.N. to 11:22 P.M.) At 11:22 P.M., the Agency reconvened WIth the follOWIng ~embers present: Cha1rwoman Yannatta Goldway, ChaIrman Pro Tern Ed~ards, Members Conn, Press, Reed and Zane. DICk WIll1S, spokesperson for the Ocean Park Community Organl:ation, reported that: rl) The groups and con- stltuencies represented at the meetIng earlIer In the evenIng agreed to forn a coalitlon to aSSIst Council 1n developing a nego- tIatIng pOSItion through a cONbIned planning effort. rZ) At the same tIme thIS effort IS gOIng forward, theIr legal cons~ltants WIll continue to search for data to Indicate that It is possible to negate the contract, such as fraud or collusion. l3J CounCIl has requested that the community have opportunIty to approve Khat 1S beIng negotIated. r4) NotIce is served that the comnunlty does not feel the negotiations have led to a satIsfactory conclusion and they will contInue to take all actIons pOSSIble to oppose the proJect.
