It vIas announced that the date and tuae of the special meet~ng of the Park~ng Authority vas ma~led to all members on 11arch 23, 1967, and an aff~dav~t to that effect ~s on f~le 1n the off1ce of the Park1ng & Traff1c Engineer. T~e Cha1rBan introduced the f1rst ~tem on the agenda, the purchase of tvJO <)arcels of real .::>roperty located at Broad\'.ray and Fourth Street. The Cha~rman asked ~f the ~rices set forth 1n the optlons to Durchase were the same as the Authorlty had pa1d for the other ?arcels ~rev1ously Durchased at th~s locat1on (Percels at 319-321 Broadway). Mr. Scott stated that the nr1ces for these narcels dlffered ~n some respects from earller ~ur- chases. Ilr. He then 1n0Ulred as to the dlSryOs1t1on of the ~tandards and lU~lnaires removed from puthority lots 6 and 15 as a ~art of the constructlon of Parking Structures land 2. Mr. Naoon stated that these standards and luminalres were at the C1ty Yards but recommenced that they not be installed on these lots due to thE Slze or the lots, the 1ntensity of these light flxtures and the ryresence of resldential a0artment units adJacent to both of the oro~osed lots. lira Kennedy stated that he concurred 1n that reconoendatlon. Nadon, Par~ing & Trafflc Engineer Mr. Nadon stated that no agenda had been 9re9ared for th15 Qeet1nlj, and that only a general dlScussion was prooosed to review certain ~uestions which had been raised by varlOUS mEmbers. Mr. Brill asked if some conslderation could be glven to assuring pollce patrol 1n the area of the oarklng structure at the time the stores are closing. He suggested that the most crltlcal t1me is froN approxlmately 8~45 to 9~30 P.M. Mr. Scott stated that there were vollce specifically asslgned to the general area, but that the1r nresence in any particular parking structure could not be guaranteed at any sueclf1ed time since they ~ust answer to emergency calls withln the bUSlness district. The only way in WhlCh such assurance can be guaranteed ~ould be to employ one or more officers spe- clfically for this purpose, hO\leVer the cost of such act10n would be prohlbltive. There was cons1derable dlScussion on this subJect, wlth several members com~enting very favorably on the eff~clency of the Police Depart~ent. No further actlon t1as taken or re~uested on the matter. Barnaba inrtuired as to the volume of monthly ~ar1<.ers Slnce that program had started, Mr. Scott edv1sed that for the first SlY ~eeks of the orogra~ (February 15 to March 31) all s'::>aces lon Structure No. 1 were sold and that only about one- half of the spaces on Structure No. 2 vere sold. He further stated that the ad~inlstration anticlpated an 1ncrease in monthly parking on Structure No. 2 after tD€ elevators are 1n ooeratlon. Due to a labor strike, the elevators on thlS structure were not comuleted and are currently inooerative. The committee was aovlsed that bids for the construction of parking structures 3 and 4 (1200 Block of 4th Street and 1300 Bloc~ of 2nd Street) were to be ~Dened ,Dril 7 and acted upon by the Author~ty on Aryr1! 11.
