M-5/24/1966 ~ ~ , e e PARKING AUTHORITY MINUTES COUNCIL CHAMBER, CITY HALL, SANTA MONICA, CALIFORNIA May 24, 1966 7:30 o'clock p.m. The Parking Author1ty of the City of Santa Monica met ~n special session at the above named time and place. The pledge of alleg1ance was g~ven. PRESENT: Members: Rex H. M1nter, Wendell Corey, CIa Hoover, James B. Reidy, Jr., Royal M. Sorensen, Herbert A. Spurg1n ABSENT: Members: Kenneth B. Wamsley ALSO PRESENT: Perry Scott, City Manager Robert Cockins, City Attorney William A. Hard, Ass~stant C1ty Manager E. Douglas McAteer, Ass1stant City Engineer Joseph D. Nadon, Park1ng and Traffic Engineer It was announced that the date and time of the special meeting of the Parking Authority was mailed to all members on May 18, 1966, and an affidav1t to that effect is on file ~n the off~ce of the Parking and Traffic Engineer. Cha~rman Minter announced that th~s meeting was called ~n another attempt by the Administration to obtain approval from the Authority for the retention of an inspector for the construction of the second park1ng structure. He commented that the members had received suf- ficient material to take another vote on this matter without extended di scussion. Mr. Sorensen moved to approve the employment of a resident en- gi_neer for the construction of the second parking structure. The m~tion was seconded by Mr. Reidy, and d1scussion followed. In answer to a question from Mr. Corey regard1ng the City's c~mpliance with the Building Code, Mr. Minter expla1ned that although the City 1S not bound by th1S code, it was suggested that it would be qood pract1ce for the City to adhere to it. Mr. Spurgin stated that,1n his opinion, the c~ty did have a resident eng~neer for the second structure, in that the man hired for the first structure could handle both jobs. Mr. Reidy commented that, in reviewing the reports which had been submitted to the Authority relative to th1s matter, it appeared to him that a second resident engineer would be required,to permit the uninterrupted scheduling of construction work so that both structures could be 1n operat1on before the Christmas season. He also stated that it would he a protect1ve measure for the City to have such a res1dent engineer, since the contractor, w1thout a full- time 1nspector on the Job, may make decis10ns "in his own favor," and cited the library construct10n as an example. .I ./ J e e Parking Authority Minutes Special Meeting May 24, 1966 Page 2 Mr. Minter called for a vote on the motion, and it lost with the following roll call vote: AYES: Members: Reidy, Sorensen, M~nter NOES: Members: Corey, Hoover, Spurgin ABSENT: Members: Wamsley Mrs. Hoover commented that, in her opinion, the reason this problem is so acute is due to the fact that there are too many maJor projects under contract at this time requir1ng the supervision of spec~al inspectors. It was her suggestion that, in the future, the Eng1neering Department schedule these projects so that they do not all come up so close to the end of the fiscal year. Mr. Sorensen moved that the staff be directed to not bring th~s matter before the Authority again. The motion was seconded by Mr. Spurg~n and carried unanimously. Upon motion made by Mr. Reidy, seconded by Mr. Spurg~n and carried unanimously, the meeting adjourned at 7:55 p.m.
