_ARKING AUTHORITY MINUTES e
COUNCIL CHAMBER, CITY HALL, SANTA MONICA, CALIFORNIA
March 29, 1966 7:30 o'clock P.M.
The Parking Authority of the City of Santa Monica met in special
session at the above named time and place. The pledge of allegiance
was given.
PRESENT: Members: Rex H. Minter, Wendell Corey, Clo Hoover,

It was announced that the date and time of the special meeting
of the Parking Authority was delivered in person to all members on
March 22, 1966, and an affidavit to that effect was on file in the
office of the Parking and Traffic Engineer.
The Parking and Traffic Engineer read the title to a Resolution
entitled: "RESOLUTION OF THE PARKING AUTHORITY OF THE CITY OF SANTA
MONICA, CALIFORNIA, DIRECTING ITS CLERK TO PUBLISH NOTICE INVITING
SEALED PROPOSALS FOR $ 7 ,500,000 PARKING REVENUE BONDS OF SAID AUTHORITY."
Mr. Corey moved to waive further reading. The motion was seconded
by Mr. Wamsley and carried by the following roll call vote:

Mr. Wamsley moved to adopt the Resolution. The motion was seconded

Mr. Sorensen entered the meet1ng at 7:45 p.m.
A discussion was held concerning the official statement prepared
by Stone and Youngberg in regard to the bond 16sue.
Mr. Wamsley moved to approve the statement. The motion was
seconded by Mr. Corey and carr1ed by the following roll call vote:

Member Wamsley questioned the advisability of including the in-
stallat~on of elevators in the call for bids for the construction of
the park~ng structures and recommended that this item be deleted. It
was also deemed advisable to reduce the construction time for the
structure on Lot 6 to six months rather than seven so that the first
two structures will be in operation by the Christmas season.
Mr. Reidy moved to authorize a call for bids for the parking
structure on Lot 6 (east side of Second Street between Broadway and
Santa Monica Boulevard) w~th a six month construction period, and
eliminating the elevator mechanisms in the call. The motion was
seconded by Mrs. Hoover and carried by the following roll call vote:

The Administration recommended that the landscaping previously
approved for Lots 3 and 4 north of Wi1sh~re and Lot 16 on Fourth Street
north of Broadway be deferred until after the completion of the fi~st
parking structure.
Mr. Wamsley moved to accept the Administration's recommendation.
The motion was seconded by Mr. Corey and carried by the fo1low~ng roll

A proposal for a Muzak System in the park~ng structure under con-
struction on Lot 15 was presented and a discuss~on followed concerning
its possible interference with a police surveillance system, should
one be installed at a future date.
Mr. Minter moved that this item be referred back to the Adminis-
tration for further study and that the City Engineer be authorized to
spend not 1n excess of $500 on a change order to provide the necessary
conduit in the first structure, a report to be presented to the
Authority at its next meeting. The motion was seconded by Mr. Wamsley
and carried by the following roll call vote:

The Authority reviewed the City Engineer's report regarding an
easement to the City of Santa Monica for the installation of traffic
s~gnals at the northwest corner of Parking Authority Lot 10, brought
about by the pend~ng widening of Ocean Park Boulevard from Neilson
Hay. westerly.

Mr. Sorensen moved that this easement be authorized. The motion
was seconded by Mr. Wamsley and carried by the following roll call
vote:

A d1scussion was held concerning a recommendation from the City
Eng1neer for an easement for Edison Company lines over Parking Authority
Lot 11 brought about by the removal of existing Edison Company poles
along Speedway due to the widening of Barnard Way to be under con-
struction in April.
Mr. Pickarts of the Edison Company urged the Author1ty to take
this action at this time, and g1ve consideration to underground
service after this area is developed.
Mr. Spurgin moved to authorize the approval of the city Engineer's
proposal. The motion was seconded by Mr. ~amsley and carried by the
following roll call vote:

A discussion was held concerning a request of the telephone
company to anchor telephone cable in Third Court to the neW Parking
Authority structure on Lot 15.
Mr. Sorensen moved to allow the telephone company to anchor the
cable to the structure until such time as they are d1rected to remove
them. The motion was seconded by Mr. Wamsley and carr1ed by the
following roll call vote:
