Councilmember Zane moved adoption of OrdInance No. 1366 (CCS) entl tIed: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADDING SECTION 9118C TO THE SANTA MONICA MUNICIPAL CODE RELATING TO OPEN-AIR VENDING ON SANTA MONICA MUNICIPAL PIER," readIng by tItle only and waIvIng further readIng thereof. Councllmember Zane moved an ordInance entl tIed: !IAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADDING SECTION 4614 OF THE SANTA MONICA MUNICIPAL CODE ENABLING THE RENT CONTROL BOARD TO ENACT REGULATIONS IMPLEMENTING THE ELLIS ACT, GOVERNMENT CODE SECTION 7060 ET SEQ," reading by title only and waivIng further readIng thereof. Second by Councllmernber A. I Katz. WI th the consent of the maker and the second, Councllmember Epstein moved an amendment to delete the last two Whereas clauses (on page 2 of the ordInance) and substItute the folloWIng: "Whereas the CI ty CounCIl belIeves that the Rent Control Board now has the power to adopt regulations implementing the protectIons provided for in the EllIS Act, but to remove all doubt, wishes to exerCIse its power to delegate authority to the Rent Control Board to adopt such regulatIons...". Ziegler to address CouncIl regardIng presentation of a petItion for a Preferential Parking Zone on Grant Street between 14th and 16th Streets. Ms. Ziegler spoke regardIng a petl tion for preferential parking In her neIghborhood due to college student parking and concern for the safety of children. DIScussion was held. Counc ilmember A. Katz moved to send thIS Item to staff and request staff to report back. Second by Councilmember Epstein. DISCUSSIon was held. With the consent of the maker, Councllmember Epsteln moved an amendment that thlS preferentlal parking peti tlon be conSIdered durIng the regular cycle for hearing parkIng peti tions (WhICh is comIng up soon durIng the budget session). Wlth the consent of the maker and the second, Councllmember Zane moved an amendment to dIrect the Mayor to send a letter to the College IndIcatIng that we are in receIpt of these petitions and that we are In the process of delIberating upon theIr merit. Katz to discuss neIghborhood concerns over the potential location of the Los Angeles CIty MaIntenance Bus FaCIlIty in Santa Monica. ~ayor Reed moved to hear from members of the public for three mInutes each. Second by Councilmember A. Katz. The motIon was unanImously approved. MIchael Perlman, Donna Alvarez, BIll Putnam, and Paul Rosenstein spoke in OpposItIon to the proposed location of the bus maintenance faCIlIty. DISCUSSIon was held. Councilmember Zane moved to ask staff to prepare for CouncIl reVIew a set of strategy optIons that we mIght pursue and partIcIpate in, both collectl vely and IndIvidually, In order to reSIst thIS IntrusIon or InvaSIon by an unwanted agency in the community, the motion to include Mayor Reed's suggestIon of the concept of a task force WhICh would 1 nc lude a deSIgnee from the Cl ty At torney's Office and someone from the PlannIng staff who has been workIng on this, and al so the concept that the Cl ty be prepared to provide resources for consultant studIes to enable us to contest data In the EIR If we belIeve that IS going to be one of the strategies. The motIon was unanImously approved. 14-C: COMMISSION ON OLDER AMERICANS: Presented was the matter of acceptance of the reSIgnatIon of Leo Gonzales, ~ewly appointed member of the Commission on Older AmerIcans, and appOIntment of a new member. Councllmember EpsteIn moved to continue thIS matter to the regular appOIntment cycle In June. Second by Mayor Reed. The motIon was unanimously approved. 14-D: PUBLIC RESOURCES CODE AMENDMENTS: Presented was the request of Mayor Reed to dISCUSS support for SB 1868 (Rosenthal) concernIng amendments to the Public Resources Code relatIng to offshore 011 drIllIng and SB 2027 (Rosenthal) concernIng I amendments to the Public Resources Code relatIng to Coastal resources.
