NOVEMBER 27, 1984
A meetIng of the Santa Monica CIty Council was called to order by
Mayor Edwards at 7:35 P.M., on Tuesday, November 27, 1984, In the
CouncIl Chambers. Mayor Pro Tempore Press led the assemblage In
the pledge of allegiance to the UnIted States of AmerIca.
Reverend David McAllister, Westslde Ecumenical Conference,
offered the InvocatIon.

1. GENERAL MUNICIPAL ELECTION HELD NOVEMBER 6, 1984: Presented
was a staff report transmIttIng a resolutIon for adoptIon
approvIng and adoptIng election results for the Municipal
ElectIon held on November 6, 1984. Councilmember Reed moved to
adopt ResolutIon No. 6943(CCS) entItled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING AND ADOPTING
THE CERTIFICATION OF ELECTION RETURNS FOR PROPOSITIONS TT, UU,
VV, XX AND YY, FOUR CITY COUNCIL MEMBERS, TWO RENT CONTROL BOARD
MEMBERS, THREE SCHOOL BOARD MEMBERS AND THREE COLLEGE BOARD
MEMBERS IN THE CITY OF SANTA MONICA CONSOLIDATED WITH THE
STATEWIDE GENERAL ELECTION HELD ON NOVEMBER 6, 1984," readIng by
title only and waiving further readIng thereof. Second by
Councllmember EpsteIn. The motion was approved by the follOWIng
vote:
CounCIl Vote: Unanimously approved 7-0
2. OATH OF OFFICE/COLLEGE BOARD OF TRUSTEES: The College Board
of Trustees WIll take their Oaths of OffIce at a Santa Monica
College Board meeting to be held at 7:00 P.M., December 3, 1984,
at Santa MonIca College.
3. OATH OF OFFICE/BOARD OF EDUCATION: The City Clerk
admInIstered the Oath of OffIce and presented a CertIfIcate of
Election to ConnIe JenkIns, Mary Kay Kamath and Margaret "Peggy"
Lyons, who were elected as members of the Santa Monlca-Mallbu

Unlfied School District Board of Education at the General
Munlcipal Electlon held November 6, 1984.
4. OATH OF OFFICE/RENT CONTROL BOARD: The CI ty Clerk I
administered the Oath of Offlce and presented a Certiflcate of
Election to Leslie Lambert, who was elected as a member of the
Rent Control Board at the General MunIcipal Electlon held
November 6, 1984. Patrlcia "Penny" Nagler, also elected as a
member of the Rent Control Board, was not present at the meeting.
5. OATH OF OFFICE/CITY COUNCIL: The Clty Clerk admInistered the
Oath of Offlce and presented a CertlfIcate of Election to James
P. Conn, Ken Edwards, Herbert Katz and Dennls Zane, who were
elected as members of the Clty Councll at the General Municlpal
Electlon held November 6, 1984.
6. ELECTION OF A MAYOR: Nominations for the offlce of Mayor
were declared open by the Clty Clerk. Councilmember Zane
nominated Mayor Edwards. Councllmember Epstein nomlnated
Councilmember Reed. Hearing no other, nomlnatlons were closed.
The vote on the nomlnatlons was as follows:

Edwards
Zane and Mayor
Councllmember Reed:
CounCllmembers Epstein, Jennlngs, Katz
and Reed
Therefore, Councllmember Reed was elected as Mayor of the City
Council for a term expIr1ng 1n November 1986.
Mayor Reed presented outgoIng Mayor Ken Edwards WIth an engraved
gavel for h1s serVIce as Mayor.
Councllmembers Conn and Edwards requested the record to reflect a
change in thelr votes for Mayor to ind1cate support for Mayor
Reed. The record is now SlX votes 1n favor of Nayor Reed ,md
one in favor of Councilmember Edwards.
7. ELECTION OF A MAYOR PRO TEMPORE: Nominations for the office
of Mayor Pro Tempore were declared open by Mayor Reed.
Councllmember Katz nomlnated Councllmember Jennings. I
Councllmember Zane nominated Councilmember Edwards. Hearing no
other nomlnatlons, Mayor Reed closed the nominatlons. The vote
on the nom1nat10ns was as follows:
Councilmember Edwards:
Conn, Edwards and Zane
Councllmember Jennings: Counc11members Epsteln, Jennings, Katz,
and Mayor Reed
Therefore, Councllmember Jennings was elected as Mayor Pro
Tempore of the City Council for a term expiring in November 1986.

Councllmembers Conn, Edwards and Zane requested that the record
to reflect a change In theIr votes for Mayor Pro Tempore to
ind1cate support for Mayor Pro Tempore Jennings. The record of
the vote for Mayor Pro Tempore Jenn1ngs 1S now unanImous.
8. RECOGNITION OF SERVICE RENDERED BY RETIRING MAYOR PRO TEMPORE
DOLORES M. PRESS: Presented was a resolut1on commending Dolores
M. Press, o,utgo1ng Mayor Pro Tempore, for dedicated service to
the CIty of Santa MonIca. Councilmember EpsteIn moved to adopt
Resolut1on No. 6944(CCS) entItled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA MONICA COMMENDING THE HONORABLE
DOLORES M. PRESS, MAYOR PRO TEMPORE, FOR HER DEDICATED SERVICE TO
THE CITY OF SANTA MONICA," readIng It 1n its ent1rety. Second by
Councllmember Edwards. The mot1on was approved by the follOWIng
vote:
Council Vote: UnanImously approved 7-0
Mayor Reed presented a proclamation and plaque honorIng Dolores
M. Press for her term as Councilmember and Mayor Pro Tempore.
ADJOURNMENT: At 8:14 P.M., Councllmember Conn moved to adjourn
to 6:00 P.M., Wednesday, November 28, 1984, for purposes of
hold1ng a Closed Session to dISCUSS personnel matters and
threatened l1t1gation, pending l1t1gat1on, and lit1gat1on to be
commenced by the Ci ty, adjournment to be 1n memory of BIShop
Charles Golden. The motion was duly seconded and approved by the
follow1ng vote:
