A Special JOInt MeetIng of the CIty CouncIl and CIty Boards and
Commissions was called to order in the C1.V1.C Auditor1.um, East
WIng, 1855 MaIn Street, Santa Monica, CalIfornIa, on Tuesday,
March 5, 1985, at 7:10 P.M. (havIng been preceded by an informal
gathering at 6:00 P.M.), followed by an adJourned Regular Meeting
of the CIty CouncIl held In the CouncIl Chambers.

DiSCUSSIon was held.
CI ty Manager Jalill outllned the budget process for the Boards
and CommiSSions for FIscal Year 1985-86. ASsIstant Cl.ty Attorney
Stark presented Information related to legal reqUIrements in the
Brown Act WhICh governs publlC meetings and on the subject of
ConflIct of Interest regulations for public officIals.
ADJOURNMENT OF SPECIAL MEETING: At 8:46 P.M., Councllmember
EpsteIn moved to adJourn the Special JOInt CIty Council meetIng
wIth Clty Boards and CommISSIons, and announced that the Council
would reconvene In the Cl ty Hall CounCIl Chambers to hold a
regular adjourned meetIng. Second by Councllmember Conn. The
motion was approved by unanImous vote.

A meeting of the Santa Monica City CounCIl was called to order by
Mayor Reed at 9: 02 P. M., on Tuesday, March 5, 1985, in the
Council Chambers for the purpose of holdlng a Closed Sess1.on,
having been contInued from February 26, 1985.

taken.
ADJOURNMENT: At 10:02 P.M., Councl1member EpsteIn moved to
adjourn the CIty Council meetIng. Second by Councllmember Katz.
