M-11/29/1988 49 CITY OF SANTA MONICA CITY COUNCIL MINUTES NOVEMBER 29, 1988 A special meeting of the Santa Monica City Council was called to order by Mayor Conn at 7:35 p.m., on Tuesday, November 29, 1988, in the Council Chambers. Roll Call: Present: Mayor James P. Conn Mayor Pro Tempore Herbert Katz Councilmember David B. Finkel Councilmember William H. Jennings Councilmember Christine E. Reed Councilmember Oennis Zane Absent: Councilmember Alan S. Katz Also Present: City Manager John Jalili city Attorney Robert M. Myers City Clerk Clarice E. Johnsen Councilmember Reed led the assemblage in the Pledge of Allegiance to the Flag of the United States of America. 1. GENERAL MUNICIPAL ELECTION HELD NOVEMBER 8, 1988: The City Clerk presented a resolution for adoption certifying the results of a Consolidated General Municipal Election held on November 8, 1988. Mayor Pro Tempore Herb Katz moved to adopt Resolution No. 7726 (CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECITING THE FACT OF THE CONSOLIDATED GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 1988, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW," reading by title only and waiving further reading thereof. Second by councilmember Finkel. The motion was approved by the following vote: Council vote: Affirmative: Councilmembers Finkel, Jennings, H. Katz, Reed, Zane, Mayor Conn Absent: Councilmember A. Katz 2. CERTIFICATE OF ELECTION/SANTA MONICA COLLEGE BOARD OF TRUSTEES: The City Clerk presented a Certificate of Election to Ilona Jo Katz and Pat Nichelson who were elected members of the Santa Monica Community College District Board of Trustees at the Consolidated General Municipal Election held November 8, 1988. Blyden S. Boyle, who was also elected to the Santa Monica Community College District Board of Trustees at the November 8, 1988, General Municipal Election, was not present to receive his Certificate of Election. 1 November 29, 1988 50 3. OATH OF OFFICE/CERTIFICATE OF ELECTION/SANTA MONICA-MALIBU UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION: The City Clerk administered the Oath of Office and presented a certificate of Election to Connie Jenkins and Peggy Lyons who were elected members of the Santa Monica-Malibu Unified School District Board of Education at the Consolidated General Municipal Election held November 8, 1988. Mary Kay Kamath, who was also elected to the Santa Monica-Malibu unified School District Board of Education at the November 8, 1988 General Municipal Election, was not present to receive her certificate of Election or to take the Oath of Office. 4. OATH OF OFFICE/CERTIFICATE OF ELECTION/SANTA MONICA RENT CONTROL BOARD: The City Clerk administered the Oath of Office and presented a certificate of Election to Julie Lopez Dad and Dolores M. Press who were elected members of the Rent Control Board at the Consolidated General Municipal Election held November 8, 1988. 5. OATH OF OFFICE/CERTIFICATE OF ELECTION/SANTA MONICA CITY COUNCIL: The city Clerk administered the Oath of Office and presented a certificate of Election to Judy Abdo, Ken Genser, Herb Katz, and Dennis Zane who were elected members of the city Council at the Consolidated General Municipal Election held November 8, 1988. Mayor Conn stepped down from the dais, and the newly-elected Councilmembers were seated. 6. SELECTION OF MAYOR: Nominations for the office of Mayor were declared open by the City Clerk. Councilmember Finkel nominated Councilmember Zane. Councilmember Reed nominated counci1member H. Katz. Hearing no other nominations, the nominations were declared closed. The vote on the nominations was was as follows: Councilmember Zane: councilmembers Abdo, Finkel, Genser, and Zane Councilmember H. Katz: Councilmembers Jennings, H. Katz, and Reed Councilmember H. Katz moved to approve the election of Dennis Zane as Mayor by acclamation. Second by Councilmember Reed. The motion was unanimously approved, therefore Councilmember Zane was elected to the position of Mayor for a term of two years. Newly-elected Mayor Zane presented a plaque and gavel to out-going Mayor James Conn in recognition of his service to the ci ty, and expressed his personal appreciation for the love and devotion he has shown to the Community, and for the friendship and counsel he has given Mayor Zane for the past 10 years. 7. SELECTION OF MAYOR PRO TEMPORE: Nominations for the office of Mayor Pro Tempore were declared open by Mayor Zane. Councilmember Genser nominated Councilmember Finkel. 2 November 29, 1988 51 councilmember Reed nominated Councilmember Herb Katz. The vote on the nominations was as follows: Councilmember Finkel: Councilmembers Abdo, Finkel, Genser, and Zane Councilmember Herb Katz: Councilmembers Jennings, H. Katz, and Reed Therefore, Councilmember Finkel was elected to the position of Mayor Pro Tempore for a term of two years. 8. RECOGNITION OF SERVICE/MAYOR JAMES P. CONN: (See Item 6.) 9. RECOGNITION OF SERVICE/COUNCILMEMBER ALAN S. KATZ: Presented was the matter of commending Alan S. Katz, outgoing councilmember, for his dedicated service to the city of Santa Monica. Due to Councilmember Alan Katz's absence, Councilmember Reed moved to continue this Item to the first Council meeting Mr. Katz is available to attend. Second by councilmerober H. Katz. The motion was approved by the following vote: Council vote: Unanimously approved 7-0 ADJOURNMENT: At 8:10 p.m., councilmember Reed moved to adjourn the meeting in memory of Virgil Kingsley, a former Mayor and Councilmember.
